403 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 3, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend James S. Smith of Sharon Baptist <br />Church. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of September 19 and September 21, 1983, <br />were approved as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board deferred the appointment of an alternate <br />member to the Zoning Board of Adjustment until the first meeting in <br />November. <br /> Commissioner Lentz nominated Mrs. Barbara Brown for appointment to <br />the Jury Commission to fill the position previously held by Mrs. Dale <br />Nixon. There being no other nominations, the Board unanimously appointed <br />Mrs. Barbara Brown to the Jury Commission for a two-year term ending <br />September 30, 1985. <br /> The Board deferred consideration of the Legal Services Agreement <br />pertaining to the Farmers Home Administration grant until a later date <br />due to the absence of the County Attorney. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the addition of the following <br />roads .to the state road system. <br /> <br />Ray Linker Road Ext. (SR 2678) <br />J. P. Cox Road <br /> Unnamed Road off SR 1121 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following resolutions setting <br />a public hearing for the purpose of participation paving of Harrisburg Drive <br />and Roberta Place. <br /> <br />RESOLUTION OF INTENT AND ORDER <br />SETTING A PUBLIC HEARING FOR THE PURPOSE OF <br /> PARTICIPATION PAVING <br /> <br /> The Board of Commissioners, having decided to finance a portion <br />of the property owners' share in the Participation Paving Program, does <br />hereby adopt the following resolution: <br /> 1. The County intends to assess a certain portion of the <br />owners of SR 1449 Harrisburg Drive to pay a portion of the property <br />owners' Cost in connection with State paving of said road. <br /> 2. The project is the paving of approximately 1300 Lineal Feet <br /> 3. The basis for making the assessments shall be front footage <br />pursuant to County policy heretofore adopted. <br /> 4. The cost of the work that is to be specially assessed is <br />$2.00 per front foot for not more than 25% of the footage. 5. No assessments shall be held in abeyance. <br /> 6. Assessments may be paid in full or in annual installments <br />over a five-year period pursuant to County policy heretofore adopted. <br /> 7.
