414 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session with the Water and Sewer Study Commission at the County Courthouse <br />in Concord, North Carolina, on Thursday, October 13, 1983, at 7:00 P.M. <br />The purpose of the meeting was to discuss the goals and objectives of the <br />Water and Sewer Study Commission. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Water and Sewer Study Commmission present for the <br />meeting were as follows. <br /> <br />J. Archie Smith <br />James A. Blair <br />Lena Bowen <br />Bill Bonny <br />J. Thompson Brown <br /> <br />D. Manuel Kiser <br />L. W. Whitley <br />Melvin Rape <br />R. M. Faggart <br />Brady Black <br /> <br /> Chairman Nash also recognized Mr. Philip H. Smith, Sr., who was <br />present on behalf of Mr. Harold McEachern, the Concord/Cabarrus County <br />Chamber of Commerce appointee to the Water and Sewer Study Commission. <br />The appointment by the Kannapolis Chamber of Commerce to the Study <br />Commission will be made at a later date. <br /> Commissioner Lentz introduced discussion of the reported agreement <br />between Mecklenburg County and the Charlotte Motor Speedway for the develop- <br />ment of a 150-acre site at the Speedway as a landfill for Mecklenburg <br />County. Members of the Board stated the need for additional property <br />to be used as a landfill by Cabarrus County and expressed concern that <br />Charlotte Motor Speedway officials did not contact Cabarrus County <br />first regarding additional landfilling at the Speedway. <br /> Commissioner Payne reported that residents of Cessna Road (SR 1443) <br />were having difficulty in getting the middle section of that road (approximately <br />800 feet) paved. He stated that residents had been advised that the road <br />could be paved as soon as a right of way was obtained. Commissioner Payne <br />indicated that the right-of-way had been granted, but the Department of <br />Transportation officials had now advised the residents that the road could <br />not be paved. Also, during this discussion regarding problems with roads ....... <br />in the County, Chairman Nash expressed concern regarding a dangerous <br />situation at the intersection of Universal Street and Ridge Avenue in Kannapolis. <br />He reported that there had been a number of accidents at the intersection <br />and that persons in that area had requested a study by Department of <br />Transportation officials for possible signalization of the intersection. <br /> UPON MOTION Of Commissioner Payne, seconded by Chairman Nash and <br />unanimously carried, the Board authorized Chairman Nash to write a letter <br />to Mr. David Roberts, Division Engineer with the Department of Transportation, <br />regarding the paving of approximately 800 feet of Cessna Road (SR 1443) and <br />requesting a study for possible signalization of the intersection at <br />Universal Street and Ridge Avenue. Mr. Frank McCray, member of the Board <br />of Transportation, is also to be notified regarding these problems. <br /> Commissioner Payne presented the proposal of services to be provided <br />to the Water and Sewer Study Commission by the Urban Institute of the University <br />of North Carolina at Charlotte. The Urban Institute proposed to charge <br />$20.00 per hour for consulting work by Institute personnel with a maximum <br />of 100 hours of consulting time. Also included in the proposal was an <br />estimated $250.00 charge for computer time and a $250.00 charge for typing <br />and duplication work. The persons assigned by the Urban Institute will include <br />Mr. Alan Black who will provide research assistance to the Study Commission <br />and Dr. William J. McCoy who will assist Mr. Black as well as provide more general <br />assistance to the operation of the Study Commission. <br /> UPON MOTION by Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the proposal for services to i <br />Cabarrus County as submitted by the Urban Institute of the University of ..... <br />North Carolina at Charlotte at a maximum cost of $2,500.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appropriated $2,500.00 from Board- <br />Directed Expenses to provide funding for the consulting work by the <br />Urban Institute for the Water and Sewer Study Commission. <br /> <br /> <br />
