415 <br /> <br /> The Board began review of the scope of work for the Water and Sewer <br />Study Commission at 7:30 P.M. Goals and objectives of the Water and <br />Sewer Study Commission as outlined by the Board of Commissioners included <br />the following. <br /> <br />l) <br /> <br />Review of past water service in Cabarrus County <br />a) Development of municipal water supply <br />b) Development of sanitary districts <br />c) Cannon Mills Water Service <br /> <br />2) <br /> <br />Determination of ownership, control, service, etc., of present <br />water and sewer facilities <br /> <br />s) <br /> <br />4) <br /> <br />Determination of both past and future growth patterns of <br />Cabarrus County <br /> <br />Study of factors within Cabarrus County that will affect growth <br />patterns (e.g. Philip Morris, Cannon Mills, new industry, road <br />systems, etc.) <br /> <br />5) <br /> <br />Study of external factors on growth patterns of Cabarrus County <br />(e.g. University City) <br /> <br />6) Establish the need for water and sewer in Cabarrus County <br /> <br />7) <br /> <br />Look at cooperation between the City of Concord and the County <br />in jointly providing water and sewer. Also, look into how <br />the municipalities in the county, the sanitary districts, and <br />private agencies can better cooperate with each other to better <br />serve the people in the county with water and sewer. <br /> <br />8) <br /> <br />If the Commission determines a need for water, make recommendations <br />on how the Board of Commissioners can better inform the citizens <br />of the county regarding the upcoming water bond referendum. <br /> <br />9) <br /> <br />Determination of a need for the establishment of a separate <br />governing board to control water/sewer system <br /> <br />10) Make recommendations regarding proposed water service areas <br /> <br /> Members of the Water and Sewer Study Commission briefly reviewed <br />some of their expectations and goals for the Study Commission. There <br />was a general agreement among members of a definite need for water and <br />sewer for the health and welfare of residents in the county. Items of <br />concern regarding the upcoming water referendum addressed by the Study <br />Commission members included the following. <br /> <br />l) <br /> <br />Need for proposed service district to be in position before <br />the bond issue <br /> <br />2) <br /> <br />Need for definitive answers regarding the proposed water <br />service before the bond referendum <br /> <br />s) <br /> <br />Need for educational program in each of the townships prior to <br />to bond referendum <br /> <br /> Chairman Nash turned the meeting over to Mr. Thomas B. Robinson, <br />Planning Director, and members of the Water and Sewer Study Commission <br />for further discussion and organization of the Study Commission. <br /> There being no additional business to come before the Board of <br />Commissioners, the meeting was adjourned at 8:45 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
