Boger, Jr., County Attorney, reported that the court had <br />ruled in favor of the Cily of Charlotte in the civil suit regarding tipping <br />fees for commercial trucks from Cabarrus County at the landfill at the <br />Charlotte Motor Speedway. Chairman Nash questioned the feasibility of <br />continuing with the appeal of this case. After discussion, the Board <br />indicated that they wished for Mr. Boger to continue with the~preparation <br />of the record of appeal in this matter. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Nash and <br />unanimously carried, the Board adopted the following proclamation. <br /> <br />A PROCLAMATION <br /> <br /> WHEREAS, it is appropriate and timely that we recognize that the <br />textile industry is a thriving entity of great importance to Cabarrus <br />and Rowan Counties and to North Carolina; <br /> <br /> WHEREAS, we recognize that the textile industry is a major employer, <br />representing many beneficial commercial enterprises in our state, <br />counties and communities; <br /> <br /> WHEREAS, we recognize that textile employees share both a conscientious <br />pride in their daily labors and an honest dedication of time and effort <br />to their churches, schools and civic and community activities; <br /> <br /> WHEREAS, we recognize that the textile industry is, and will continue <br />to be, vital to the very fabric of ~ our communities and state; <br /> <br /> NOW, THEREFORE, we do hereby proclaim the week of October 23-29 as <br />National Textile Week and respectfully request that all who live in <br />Cabarrus and Rowan Counties take advantage of this observance to learn <br />more about the textile industry and the many contributions it makes to <br />our communities and to the lives of our people. <br /> <br /> Chairman Nash presented a proposal to change the County Personnel <br />Policy on longevity pay to read aggregate service with the County. The <br />proposed amendment will be considered at the next Board meeting. <br /> Chairman Nash read a letter from Mr. J. L. Greeson, City Manager, <br />stating that contact had been made with members of the Concord City Council <br />regarding a joint animal control venture between the City and County, <br />and "it was expressed at this time there is no apparent interest." <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection <br />Association, complained that the Dog Warden was not adequately feeding the <br />dogs at the pound. She stated it was impossible to feed the number of <br />animals retained at the pound each month with 300 pounds of dog food <br />purchased monthly by the County. She asked that the Board instruct the <br />Dog Warden to feed the dogs and cats at the pound. <br /> <br /> <br />
