422 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, November 3, 1983, at the County Courthouse in Concord, North <br />Carolina, for a public hearing regarding proposed Zoning Atlas amendments <br />and a proposed Subdivision Ordinance amendment. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Planning <br />Board. Mr. James F. Owens, Assistant Planning Director, reviewed the <br />location of each of the areas proposed for rezoning. Public input was <br />received by the Board regarding the proposed amendments prior to action by <br />the Board of Commissioners. <br /> <br />PROPOSED ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Property owners of Colony Subdivision, Petition 83-22, Miller Road <br />and Roanoke Drive, Colony Subdivision. Township 4, 5604(13)-12-2536, <br />12-2646, 12-2820, 12-2921, 12-4555, 12-4655, 12-3861, 12-4861, 12-4934, <br />12-4034, 12-2010, 13-2009, 13-4113, 13-7004, 5604(17)-11-1490, 11-2490, <br />11-2507, 11-2616, 11-2716, 11-2826, 11-2927, 11-2017, 11-4402, 11-4546, <br />11-4656, 11-4756, 11-4855, 11-3944, 11-4966, 11-4066, 12-2126, 12-2226, <br />12-2326, 12-2436, 12-4165, 12-4266, 12-4356, 12-4456, 12-6066. Wishes <br />to rezone from R-30 to R-40. Planning Board voted in favor of the <br />rezoning request. <br /> <br /> Mr. Robert F. Francis, property owner, spoke in favor of the rezoning <br />request to disallow the placement of mobile homes in the area. He stated <br />that the placement of mobile homes in that co~unity would be detrimental <br />to the property values. Ms. Alice Wilcox and Mrs. J. A. Upon <br />request by applicants agent, the Planning Board tables rezoning <br />request until the December 14, 1983 Planning Board rezoning meeting. <br /> <br /> The Board acknowledged that Petition 83-23 had been tabled by the <br />Planning Board until a later date. <br /> <br />(3) <br /> <br />David Drye, Petition 83-24, Zion Church Road East. Township 11, <br />5539-41-7109. Wishes to rezone from RMF-7 tO R-7.2. Planning Board <br />denied request. <br /> <br />There was no one present to speak for or against the rezoning request. <br />UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board denied Petition 83-24 to rezone 5539-41-7109 <br />from RMF-7 to R-7.2. <br /> <br />(4) <br /> <br />B. G. Stegall, Petition 83-25, South Main Street, southeast portion <br />of property. Township 4, 5613(19)-61-3055. Wishes to rezone from <br />C-1 to C-3.
