425 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />November 7, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Dr. A1 Wallace of the First Assembly of <br />God Church of Kannapolis. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of October 13, October 17, and October 18, <br />1983, were approved as written. <br /> The motion made by Chairman Nash and seconded by Commissioner Milloway <br />that the longevity incentive pay plan for County employees be based upon <br />aggregate service with the County failed with Chairman Nash and Commissioner <br />Milloway voting for and Commissioners Payne, Lentz, and Barnhardt voting <br />against. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board tabled consideration of Personnel Ordinance <br />amendment regarding the manner of accumulation of sick leave for emergency <br />medical service personnel. <br /> Commissioner Barnhardt nominated Mr. Guy Cress for appointment as <br />an alternate member on the Zoning Board of Adjustment to fill the vacancy <br />created by the resignation of Mr. F. A. Rankin. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board by acclamation appointed Mr. Guy Cress as an <br />alternate member on the Zoning Board of Adjustment for an unexpired term <br />ending February 1, 1985. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />with Commissioners Barnhardt, Lentz, and Payne and Chairman Nash voting <br />for and Commissioner Milloway voting against, the Board confirmed the <br />appointment of Mr. Harold McEachern, the Concord-Cabarrus County Chamber <br />of Commerce appointee, and Mr. Carl Brown, the Kannapolis Chamber of Commerce <br />appointee, to the Cabarrus County Water and Sewer Study Commission. <br /> Mr. Gregory P. McLain of Arthur Young & Company, Inc., presented the <br /> annual audit report for Cabarrus County for 1982-83. He informed the <br />Board that the auditor's report was "unqualified" as there were no exceptions <br />to the accounting methods or practices used by Cabarrus County. However, <br />Mr. McLain advised the Board that the financial statement included in the <br />audit report would be updated regarding the liabilities to the Board of Light <br />and Water and the sales tax refunds as the estimates originally submitted <br />by the Board of Light and Water had changed. <br /> The Board reviewed the following request from the Cabarrus County Board <br /> of Social Services. <br /> <br />Whereas Mrs. Frances B. Long has served as Director of the Cabarrus <br />County Department of Social Services since March 1, 1964 and the <br />mandated retirement date is December 31, 1983, and whereas the Board <br />of Social Services will need additional time to select a replacement, <br />it is requesting an extension be granted for Mrs. Long to remain as <br />Director until the Board finds a replacement to assume the position <br />is completed. Therefore, it be resolved that Mrs. Long serve as <br />Director of Cabarrus County Department of Social Services until a <br />replacement assumes office or on March 31, 1984, whichever shall first <br />occur. This motion was made by Mr. Troy Cook, seconded by Mr. Archie <br />Barnhardt. The motion carried. <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Nash with <br />Commissioners Barnhardt, Payne, and Lentz and Chairman Nash voting for <br />and Commissioner Milloway voting against, the Board approved the recommendation <br />of the Cabarrus County Board of Social Services to grant a 90-day extension <br />for Mrs. Frances B. Long to remain Director of the Department of Social <br />Services beyond the mandated retirement date of December 31, 1983. This <br />extension to March 31, 1984, is subject to an earlier leave upon the appointment <br />of a successor to the Director position. <br /> <br /> <br />
