430 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the County Courthouse in Concord, North Carolina, on Friday, <br />November 18, 1983, at 2:00 P.M. to discuss water impoundments. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Officials from the City of Concord present for the meeting included <br />Mayor Bernie A. Edwards and Messrs. J. L. Greeson, Don T. Howell, and <br />Leonard Sossamon. Messrs. Edward Rankin, Louis Jenkins, and Melvin Rape <br />were present from Cannon Mills Company. <br /> Mr. Bernard F. Ingram, Chief of the Planning Division for the United <br />States Army Corps of Engineers of the Wilmington district, reviewed the <br />status of the Rocky River Basin study and its direct relationship to <br />Cabarrus County. He reported that the Corps of Engineers had determined <br />during the reconnaissance study, which will be presented in early 1984, <br />that there were "problems warranting continued study" of the Rocky River <br />basin. According to Mr. Ingram, the general findings of the preliminary <br />study included a projected 40 million gallon a day water supply deficit <br />for the year 2030, $203,000.00 of average annual flood damages along Rocky <br />River, and many water quality problems as well as recreation and hydropower <br />potentials for reservoirs in the basin area. Mr. Ingram informed the Board <br />that the Corps of Engineers had considered several reservoir sites including <br />Love's Ford, Cox's Mill, Richardson Creek, Coddle Creek, and the Lambert site. <br />However, he noted that the Lambert site in Stanly County and the Coddle <br />Creek site in Cabarrus County were the only good supplies of water as the <br />other sites had poor water quality and did not provide recreational or flood <br />control benefits. Mr. Ingram reported that a preliminary investigation of <br />the Coddle Creek site, which he noted is similar to the project proposed by <br />the City of Concord, had indicated that the impoundment would have good <br />water quality and would possibly be eligible for cost participation by the <br />Federal Government as it would provide some flood control and recreational <br />benefits. He advised the Board that the Coddle Creek site was scheduled to <br />be included in the detailed Rocky River Basin study to be completed by the <br />Corps of Engineers within three to four years. <br /> The Board received Mr. Ingram's report as information only and no <br /> action was taken in the matter. <br /> Members of the Board agreed to consider several matters relating to <br /> the construction of an animal shelter for Cabarrus County. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br /> and unanimously carried, the Board adopted the following resolution. <br /> <br /> WHEREAS, Cabarrus County has heretofore leased an animal <br />shelter from Leon Overcash on a month to month basis; and whereas, <br />said lease has been terminated and Cabarrus County has no facilities <br />for an animal shelter; and whereas, it is estimated that the cost <br />of a shelter will be in excess of Thirty Thousand Dollars ($30,000.00); <br />and whereas, a special emergency involving the health and safety of <br />the people of Cabarrus County exists because of the termination of <br />said lease for the animal shelter; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County that said Board finds the existence of a special <br />emergency involving the health and safety of the people of Cabarrus <br />County and their property by reason of the termination of the lease <br />for the animal shelter and the lack of facilities for the sheltering <br />of animals by the County under the provisions of the~Animal Control <br />Ordinance and the County Manager is hereby authorized to receive <br />informal bids for the construction of such a shelter, because of <br />said special emergency, without following the formal bid requirements <br />of North Carolina General Statute 143-129, and to present them to <br />the Board for approval and award. <br /> <br /> The Board indicated that they would consider the bids received on <br />November 30, 1983, at the conclusion of a public hearing scheduled for <br />the evening of November 30. <br /> <br /> <br />
