438 The Board of Commissioners for the County of Cabarrus met at the County Courthouse in Concord, North Carolina, on Wednesday, November 30, 1983, at 7:00 P.M. for a public hearing regarding the establishment of a water and sewer district in the county under the provisions of Article 6 of Chapter 162A of the General Statutes of North Carolina. Present - Chairman: J. Harold Nash Commissioners: Archie Y. Barnhardt Marcelle Milloway James W. Lentz Kenneth F. Payne Mr. Paul Watson, engineer with Henningson, Durham & Richardson, Inc., reviewed the location of each of the three subareas of the county to be included in the proposed water and sewer district. The description of territory for the proposed district as advertised with the notice of public hearing is as follows. AREA I Beginning at a point in the centerline of Rocky River at the Flowes Store Road (SR 1132) bridge (point 1); thence in a westerly direction with the centerline of Rocky River to a point 500 feet south of the centerline of N.C. 49 (point 2); thence turning southwest with N.C. 49, remaining 500 feet south of the centerline of N.C. 49 to the Harrisburg City Limits (point 3); thence north with Harrisburg City Limits to the point where Roberta Road (SR 1304) leaves the City Limits; thence north with the center- line of Roberta Road to the centerline of the Rocky River bridge on Roberta Road (point 4); thence west with the centerline of Rocky River to its confluence with Mallard Creek (point 5); thence bearing in a westerly direction with the centerline of Mallard Creek to the Mecklenburg/Cabarrus County line; thence in a northerly direction with the county line to the centerline of U.S. 29 (point 6); thence in a northeasterly direction with the centerline of U.S. 29 to the centerline of Rocky River at the U.S. 29/Rocky River bridge, (point 7); thence north with the centerline of Rocky River to the centerline of 1-85 (point 8); thence northeast with the centerline of 1-85 to the 1-85, N.C. 73 (point 9) interchange; thence west with the centerline of N.C. 73 to the N.C. 73/Trinity Church Road (SR 1803) intersection (point 10); thence northwest with the centerline of Trinity Church Road to its intersection with Boy Scout Camp Road (SR 1624);. thence north with the centerline of Boy Scout Camp Road to a point 500 feet south of Mooresville Road (SR 1609) (point 11); thence bearing west following a line 500 feet south of the centerline of Mooresville Road to the Township 4 line; thence following the Township 4 line north to the Rowan/Cabarrus County line (point 12); thence east with the Cabarrus/Rowan County line to the centerline of Irish Buffalo Creek (point 13); thence with the centerline of Irish Buffalo Creek to its confluence with an unnamed creek approximately 1,000 feet north of Rogers Lake Road (SR 1625) (point 14); thence bearing east along the centerline of unnamed creek to its confluence With the Kannapolis Sanitary District boundary; thence bearing south with the Kannapolis Sanitary District to the centerline of U.S. 29A, at the intersection of 29A/Springway Drive (SR 1849) (point 15); thence due east a straight line across the Southern Railway tracks to a point 500 feet east of South Ridge Avenue (SR 2001); thence bearing south on a line 500 feet east of South Ridge Avenue to a point where this line would intersect the centerline of Winecoff School Road if the same were extended east of South Ridge Avenue; and thence west along the said extension of the centerline of Winecoff School Road and the actual centerline of Winecoff School Road to the boundary of Parkwood Sanitary District; thence east following the Parkwood Sanitary District to the center- line of 1-85 (point 17); thence bearing southwsst with the centerline of 1-85 to Irish Buffalo Creek (point 18); thence south with the centerline of Irish Buffalo Creek to the centerline of U.S. 29 (point 19); thence following the centerline of U.S. 29 south to the intersection of Cabarrus Avenue (SR 1002) (point 20); thence east with the centerline of Cabarrus Avenue to the inter- section with Union Cemetery Road (SR 1375); thence south with the centerline of Union Cemetery Road to the Jackson Park Sanitary District boundary; thence west with the Sanitary District boundary and the centerline of Roberta Road to Wolf~Meadow Creek (point 21); thence south with the centerline of Wolf Meadow Creek to the Philip-Morris spur line (point 22); thence south and east with the centerline of the spur line to its intersection with the Township 1 line (point 23); thence east and south with the Township 1 line to the point of beginning.
