442 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 5, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the minutes of November 18 and November 21, 1983, <br />were approved as written. <br /> Mr. Charles D. McGinnis, County Manager, presided over the reorganization <br />of the Cabarrus County Board of Commissioners. <br /> Commissioner Payne nominated Commissioner Lentz for Chairman of the <br />Board. Commissioner Nash nominated Commissioners Barnhardt and Nash for <br />Chairman of the Board. There being no additional nominations, voting was <br />as follows. <br /> <br />Voted for Commissioner Nash - Commissioner Nash <br />Voted for Commissioner Barnhardt - None <br />Voted for Commissioner Lentz - Commissioners Payne, Barnhardt, Milloway, <br /> and Lentz <br /> <br />Commissioner Lentz was elected Chairman of the Board of Commissioners. <br />Commissioner Milloway nominated Commissioner Barnhardt for Vice- <br />Chairman of the Board. There being no other nominations, Commissioner <br />Barnhardt was unanimously elected as Vice-Chairman of the Board of Commissioners. <br /> Chairman Lentz presided over the remainder of the meeting. <br /> The invocation was given by Reverend Richard Burkhart of the Cabarrus <br />Cooperative Christian Ministry. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing to consider name changes for four roads in the county and asked if <br />anyone were present who wished to speak for or against these road name <br />changes. <br /> Mr. Joe E. Hartsell spoke in favor of the renaming of Brief Road <br />to Cabarrus Station Road, stating that the four names for different sections <br />of the road now caused a great deal of confusion. There was no one present <br />to speak regarding the name changes for the other roads. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following road name changes. <br /> <br />Brief Road to <br />River Road to <br />Unnamed Road to <br />Unnamed Road to <br /> <br />Cabarrus Station Road <br />Garmon Mill Road <br />Family Drive <br />Gall Lane~ <br /> <br /> The Board briefly reviewed the proposed Water System Policies and <br />Regulations. Mr. Paul Watson, engineer with Henningson, Durham & Richardson, <br />Inc., recommended the addition of the phrase "at the standard meter charge" <br />to the statement regarding.the fee schedule for the installation of meters <br />larger than 3/4 inch by subdivision developers. Mr. Charles D. McGinnis, <br />County Manager, suggested that payment for water bills be made to the Tax <br />Collector's Office rather than the "County Water Department" as stated <br />in the proposed regulations. Also, Mr. McGinnis noted that the property <br />owners along Highway 29 had been notified of a $50.00 tap on fee during <br />the initial 60-day sign up period and that this fee would remain in effect <br />for those property owners. This amount previously agreed upon by the Board <br />differs from the $75.00 fee proposed in the regulations now under consideration <br />by the Board. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following Cabarrus County <br />Water System Policies and Regulations as presented with the changes <br />recommended by Mr. Charles D. McGinnis and Mr. Paul Watson. <br /> <br /> <br />
