448 <br /> <br /> B. Billing <br /> Meters will be read at such time that bills will be received by <br />the customer on or about the 25th of every other month. The net amount <br />will be due at the Tax Collector's Office by the 10th of the following <br />month. After that date, the customer will be notified that the account <br />is delinquent. If the bill is not paid in full by the 25th, water <br />services will be discontinued and an additional $10.00 service charge <br />will be required to have it restored. <br /> <br /> C. Responsibility for Water Bills <br /> The person receiving water shall be responsible for the payment of the <br />water bill. If a water bill becomes delinquent and is not paid in accordance <br />with the provisions of these regulations, water service is to be discontinued <br />and may not be resumed except in accordance with the provisions of these <br />regulations. Should property, for which there is a delinquent water bill, <br />be sold, the delinquent bill will be paid from the customer's deposit. <br />The new owner will be eligible to receive water from the Cabarrus County <br />Water System upon payment of the standard deposit and cut-on fee. The <br />County administrative staff is authorized to take the necessary legal <br />steps to collect delinquent water bills when such action is deemed advisable. <br /> <br /> D. Services Not Connected <br /> As a protection against vandalism and to minimize maintenance by the <br />County, meters on service lines not connected may be removed at the <br />customer's request for safe-keeping until their replacement is requested. <br />The removal of the meter will not relieve the owner of responsibility for <br />the minimum monthly charge. When the meter is reinstalled, the customer <br />will pay the standard $10.00 cut-on fee. <br /> <br /> E. Deposits <br /> Ail 3/4 inch services will require an advance $25.00 deposit for the <br />guarantee of payment of final water bill. All services larger than 3/4 <br />inch will require an advance deposit equal to two months estimated water <br />bill. <br /> <br />V - AUTHORITY & ADOPTION OF REGULATIONS <br /> <br /> A. Authority <br /> These rules and regulations shall be reviewed annually on April 1 and <br />may be amended from time to time by the Board of County Commissioners, and <br />in no way affects existing contracts which may be in force between the <br />Board of Commissioners and other bodies, public or private; and shall in <br />no way restrict the Commissioners negotiating future contracts with other <br />bodies, public or private. <br /> <br /> B. Severability <br /> If any portion of these rules and regulations shall be held to be <br />invalid or ineffective for any reason, the remaining portions of these <br />regulations shall remain in full force and effect. To this end, the <br />provisions of these regulations are intended to be and deemed to be severable. <br /> <br /> C. Effective Date <br /> These rules and regulations shall be in full force and effect upon <br />adoption by the Board of County Commissioners of Cabarrus County. <br /> <br /> D.
