449 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the Board granted a gratuitous tap fee to the <br />Gene P. Dover family and A. W. Thomas & Son, Inc., in exchange for the <br />right-of-way for the water line along Highway 29. <br /> Mr. Paul Watson, engineer with Henningson, Durham & Richardson, Inc., <br />presented two proposals for the extension of the current Highway 29 water <br />project. The cost estimates for the these two proposals were as follows. <br /> <br />Bogle Drive - U. S. 29 - Pitts School Road <br />Pitts School Road - Tay-Mor Subdivision <br /> <br />- $134,000.00 <br />- $203,000.00 <br /> <br /> During discussion of the extension of the Highway 29 project, the <br />Board also reviewed the possibility of concentrating water service to the <br />Quail Hollow subdivision and deleting lines to the Tay-Mor Subdivision <br />at this time. In addition, the Board discussed the possibility of retaining <br />the $135,000.00 in unobligated funds of the Highway 29 project and applying <br />these funds to the Farmers Home Administration project. <br /> Mr. Charles D. McGinnis, County Manager, presented petitions from <br />Pitts Baptist Church, Pitts Volunteer Fire Department, Inc., and the Family <br />of Faith Lutheran Church requesting that .the water line be extended from <br />Highway 29 down Pitts School Road to the fire department and the church <br />properties. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board deferred the matter regarding the extension <br />of the Highway 29 water project until the next meeting date of December 19, <br />1983. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board awarded the 1983-84 audit contract for <br />Cabarrus County to Arthur Young & Company in the amount of $24,500.00. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County, North <br />Carolina, has adopted a resolution calling for a public hearing under <br />the provisions of Article 6 of Chapter 162A of the General Statutes of <br />North Carolina, for the creation of a County Water and Sewer District; <br />and whereas, after due advertisement as required by law, a public hearing <br />was held at 7:00 P.M., on November 30, 1983; <br /> <br />And whereas, the Board of Commissioners finds that: <br /> <br /> (1) There is a demonstrable need for providing in the district water <br />services, or sewer services, or both; <br /> <br /> (2) The residents of all the territory to be included in the district <br />will benefit from the district's creation; and <br /> <br /> (3) It is economically feasible to provide the proposed service or <br />services in the district without unreasonable or burdensome annual tax <br />levies. <br /> <br /> And that the territory constituting the district is more particularly <br />described in the Notice of Public Hearing advertising said hearing; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that a <br />County Water and Sewer District in the territory hereinbefore described is <br />hereby created and that this resolution be published once a week two <br />successive weeks in a newspaper in which the notices of hearing were <br />published. <br /> <br /> The description of the territory for the County Water and Sewer District <br />as advertised with the Notice of Public Hearing is as follows. <br /> <br />AREA I <br /> <br /> Beginning at a point in the centerline of Rocky River at the Flowes <br />Store Road (SR 1132) bridge (point 1); thence in a westerly direction with <br />the centerline of Rocky River to a point 500 feet south of the centerline <br /> <br /> <br />
