<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board set a public hearing for 7:30 P.M. on
<br />Monday, January 16, 1984, to change the name of Garmon Mill Road (SR 1113)
<br />to Hopewell Church Road.
<br /> Mr. Paul Watson, engineer with Henningson, Durham & Richardson, Inc.,
<br />presented a proposal for the extension of the current Highway 29 water
<br />project using the $135,000.00 in unobligated State Water Supply Grant funds.
<br />He proposed that the Board extend the 16-inch water main along Highway 29
<br />approximately 3,700 feet from Pitts School Road and install a 12-inch line
<br />1,200 feet up Pitts School Road to the Pitts Volunteer Fire Department.
<br />According to Mr. Watson, the cost for this extension would total approximately
<br />$133,000.00 and would not reduce the amount of Farmer's Home Administration
<br />grant funds to be received by the County. Mr. Watson also reviewed the
<br />two previous proposals to extend a line along Pitts School Road to the
<br />Tay-Mor Subdivision at a cost of $203,000.00 or install lines along Bogle
<br />Drive, U. S. 29, and Pitts School Road at a cost of $134,000.00. These
<br />proposed extensions would affect customers to be included in the Farmer's
<br />Home Administration project and reduce the amount of grant funds.
<br /> Mr. Jim Allison, Chief of the Pitts Volunteer Fire Department, presented
<br />information regarding the poor condition of the existing water in the Tay-Mor,
<br />Quail Hollow, and Freedom Acres subdivisions. He stated the drinking water
<br />in those subdivisions has excessive amounts of manganese and that residents
<br />in the area had numerous problems with dirty water, lack of pressure, and
<br />damage to household appliances. Mr. Allison presented a petition from
<br />residents of the subdivisions stating their "desire to have the proposed
<br />water line in the Pitts School Road area extended from its present
<br />terminating point to a point that would extend at least beyond the Pitts
<br />Volunteer Fire Department."
<br /> The motion made by Commissioner Barnhardt and seconded by Commissioner
<br />Milloway to retain the $135,000.00 in Unobligated funds until after the
<br />bond issue is brought before the people failed with Commissioners Barnhardt
<br />and Milloway voting for and Commissioners Nash and Payne and Chairman Lentz
<br />voting against.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with
<br />Commissioners Payne and Nash and Chairman Lentz voting for and Commissioners
<br />Milloway and Barnhardt voting against, the Board authorized the engineers
<br />to come up with a plan to continue the water line down Pitts School Road
<br />to a point serving the most people with the cost not going over $135,000.00.
<br /> Mr. B. S. Brown, Jr., Chairman of the Cabarrus County Board of Elections,
<br />reported it was recommendation of the Board of Elections that the water bond
<br />referendum be held on March 20, 1984. He stated that the date had been
<br />selected for the convenience of the Board of Elections and to prevent the
<br />occurrence of possible errors if the referendum is held in connection with
<br />the primary election. According to Mr. Brown, the separate election will
<br />involve a maximum of twelve precincts and will cost approximately $2,500.00
<br />for personnel.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board agreed to set the date for the service
<br />district water bond issue on March 20, 1984, as recommended by the Board
<br />of Elections.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
<br />unanimously carried, the Board moved to empower and direct the County
<br />Attorney and County Manager to carry out any negotiations with any of the
<br /> present water system owners. The negotiations are subject to approval by
<br /> the Board of Commissioners.
<br /> Mrs. Frances B. Long, Director of Social Service~, requested that the
<br />five temporary eligibility specialists employed by that department be
<br />extended until June 30, 1984, and that they be made permanent employees
<br />effective January 1, 1984. She stated that the eligibility specialists
<br />had been employed for approximately one year and that State Personnel
<br />prohibits the employment of temporary personnel for more than two six-
<br />month periods. Mrs. Long reported that the cost of the five employees
<br />would total $18,346.00 in County funds for the six-month period.
<br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash
<br />with Commissioners Barnhardt, Nash, and Milloway and Chairman Lentz voting
<br />for and Commissioner Payne voting against, the Board authorized the five
<br />temporary eligibility specialists permanent status until such time the
<br />work load would justify a reduction in force with the $18,346.00 to come
<br />from lapsed salary money in the Department of Social Services.
