460 The substitute motion made by Commissioner Payne to make only three of the five temporary eligibility specialists permanent employees failed for lack of a second. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board tabled consideration of the proposed Solid Waste Ordinance amendment regarding garbage dumpsters in specified zoned areas with the Health Director, County Attorney, and Zoning Administrator to make a recommendation to the Board at a later date. UPON MOTION OF Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board adopted the following amendment to the Solid Waste Ordinance. BE IT RESOLVED THAT Section IX - Franchises - of the Cabarrus County Solid Waste Ordinance is amended by adding Item 4 under Item A as follows. Ail franchise holders will maintain a local telephone number or a toll free number if operating office is located outside of the county. Mr. R. M. Faggart presented a petition requesting that the following section of Barcliff Road be closed. BEGINNING at the corner of Lots Mo. 26 and 28 on the E. side of said road and running in a northerly direction R=120.O0 feet, L=16.77 feet to a point in Lot No. 26; thence across Barcliff Road, S. 79-03-01 E. 60 feet to a point in Lot No. 29 and in the western edge of said road; thence with the front of Lot No. 29 R=180.O0, L=90.84 to the front corner of Lot No. 30; thence with Lot No. 31, R=180.00, L=163.28 feet to a point of Lot No. 32; thence with the Southern side of said street N. 88-10-01 E. 476.84 feet to a point in the front line of Lot No. 40; thence with said street R=180, L=167.24 feet to a point in Lot No. 44; thence crossing said street N. 64-54-12 W. 60 feet to a point in the front of Lot No. 42; thence with Lot No. 42, R=120 and L=132.09 to a poin~t in Lot No. 42; thence with the northern side of Barcliff Street, N. 88-10-01 E. 459.77 feet to a point in the edge of the street and the front of Lot No. 28; thence R=120.00, L=152.64 feet to the point of BEGINNING. UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt and unanimously carried, the Board adopted the following resolution. NORTH CAROLINA CABARRUS COUNTY RESOLUTION BE IT RESOLVED by the Board of Commissioners for Cabarrus County, North Carolina, that: The Board of Commissioners, having received a petition, which petition is on file with the Clerk of the Board, requesting that the segment of Barcliff Road described in the petition be closed, does hereby declare its intent to close that segment of Barcliff Road located in Number Nine Township, Cabarrus County, North Carolina, as is described in the petition and does hereby set the 16th day of January, 1984, at 8:00 o'clock p.m. in the Commissioners' Room of the Cabarrus County Courthouse as the time and place at which it will hold a public hearing on this resolution of intent. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board agreed for Commissioner Nash to remain the County's voting delegate to the Centralina Council of Governments for 1984. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board accepted the alternate delegates to the Centralina Council of Governments for 1984 as follows.
