<br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M.
<br />on Thursday, January 5, 1984, at the County Courthouse in Concord, North
<br />Carolina, for a public hearing regarding pKoposed Zoning Atlas amendments
<br />and a proposed Mobile Home Park Ordinance amendment.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Archie Y. Barnhardt
<br /> Marcelle Milloway
<br /> J. Harold Nash
<br /> Kenneth F. Payne
<br /> Chairman Lentz announced the withdrawal of Petition 83-31 by Katherine
<br />Brindle for the rezoning of a four-acre tract of land at the corner of
<br />Willow Street and Cannon Boulevard from R-15 to RMF-7.
<br /> Chairman Lentz read the letter from Mr. William L. Mills, III,
<br />attorney representing MBN, Inc., requesting that the Board "table consideration
<br />of MBN's P.D.O. Petition until the Commission's March 1, 1984, meeting."
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board tabled Petition 83-35 by MBN, Inc.,
<br />until March 1, 1984, as requested by Mr. William L. Mills, III.
<br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board,
<br />presented each of the proposed amendments as recommended by the Planning
<br />Board. Mr. James F. Owens, Assistant Planning Director, reviewed the
<br />location of each of the areas proposed for rezoning. Public input was
<br />received by the Board regarding the proposed amendments prior to action by
<br />the Board of Commissioners.

<br />ZONING ATLAS AMENDMENTS

<br />Petition 83-30. Cannon Mills, Township 4, West A Street bordered
<br />by Chestnut Avenue and Pine Street. Wishes to rezone from C-2 to
<br />I-1. Map/PIN 5614(19)-60-9394. Planning Board unanimously approved
<br />this request.
<br />
<br /> The Board received the request from Mr. Jeffrey C. Carpenter, Associate
<br />Director of the Real Estate Department of Cannon Mills Company, to change
<br />the zoning of the entire block (PIN number 5614-(19)-60-9394) from C-2
<br />to I-l, not just the 420 foot area."
<br /> Ms. Anne Wilson, representative of the Cannon Mills Real Estate
<br />Department, was present in regards to the requested rezoning. No one
<br />spoke against the rezoning petition.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board approved the rezoning request by Cannon
<br />Mills Company to rezone the entire block (Map/PIN 5614-(19)-60-9394) in
<br />Kannapolis bounded on the east by West A street, on the north by Pine
<br />Street, on the south by Chestnut Avenue, and on the west by West C Street
<br />from C-2 to I-1.

<br />Hampton and Darrell Trull. Township 4, Centergrove Road bordered by
<br />Cook and Peach Streets. Wishes to rezone from R-7.2 to 0-I. Map/PIN
<br />5613(16)-94-2303, 94-2169, 94-2236, 94-2192. Planning Board
<br />unanimously approved this request.

<br /> Mr. Clinton Forbis, attorney representing the four petitioners, spoke
<br />in favor of the proposed rezoning to extend the 0-I district in that area.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash
<br />and unanimously carried, the Board moved to uphold the Planning Board's
<br />approval of Petition 83-32 to rezone Map/PIN 5613(16)-94-2303, 94-2169,
<br />94-2236, 94-2192 from R-7.2 to O-I.

<br />and Jr. Township 1, Rocky River Road. Wishes to rezone portions of
<br />their property from R-40 to A-1 and I-1. Map/PIN 5528(01)(03)-44-
<br />3206, 44-3106, 44-3016, 44-0365, 44-3630, 44-2980. 5528(10)-46-5041.
<br />Planning Board approved this request unanimously.

<br />Barnhardt and unanimously carried, the Board moved to uphold the Planning
<br />Board's approval of Petition 83-33 to rezone Mmp/PIN 5528(01)(03)-44-3206,
