497 <br /> <br />10. <br /> <br />According to projections, the payback on this amount would be completed <br />by June 30, 1985. The debt service of approximately $170,000 a year <br />on the $1,697,000 portion of the bond proposal should be provided <br />by the County from the general fund. <br /> <br />Cabarrus County should establish immediately a county-wide water <br />and sewer authority with the express purpose of providing viable <br />water and sewer resources where municipalities and sanitary districts <br />do not exercise jurisdiction. The governing body of the water and <br />sewer authority should be a five-member Board appointed by the <br />Cabarrus County Board of Commissioners. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board accepted the "Report of the Water and <br />Sewer Study Commission" with appreciation. The full report of the <br />Cabarrus County Water and Sewer Study Commission is on file in the County <br />Manager's Office. <br /> Commissioner Milloway proposed the appointment of a Water and Sewer <br />Authority at the next Board meeting. Commissioner Payne recommended that <br />the present Water and Sewer Study Commission prepare written recommendations <br />regarding a Water and Sewer Authority and the by-laws for that Authority. <br />There was a general consensus among members of the Board for the Water <br />and Sewer Study Commission to perform this additional study in regards to <br />a Water and Sewer Authority. <br /> Mr. Branson Jones, Vice-President of Cannon Mills Company, spoke on <br />behalf of the Friends of the Library organization in Kannapolis. He stated <br />that the report entitled "Public Library Service in Cabarrus County - A <br />Survey" as~prepared by the North Carolina Division of Public Library <br />established a definite need for a County library system and the location of <br />a branch library in Kannapolis. Mr. Jones stated he was present at this <br />meeting to discuss the financing for the construction of a branch library <br />facility in Kannapolis. According to Mr. Jones, he had been advised of the <br />possibility of the availability of $500,000.00 from outside sources for <br />the construction of a library facility in Kannapolis. He stated that in <br />order for the County to receive these funds the Board must request the funds <br />through a formal letter outlining the project and committing $600,000.00 in <br />County funds over a twQ-year period. He submitted a draft letter for <br />consideration by the Board and stated that it was necessary that the Board <br />take immediate action in this matter. <br /> Mrs. Harriet Ward of the Cabarrus-Kannapolis Friends of the Library <br /> stated the Kannapolis facility would be the beginning of a branch library <br /> system in Cabarrus County and urged the Board to accept the proposal as <br /> presented by Mr. Branson Jones. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Milloway <br />with Commissioners Nash, Milloway, and Payne and Chairman Lentz voting <br />for and Commissioner Barnhardt voting against, the Board moved that this <br />Board under the signature of the Chairman submit a letter similar to the <br />draft letter presented to the proper persons formally requesting this <br />generous offer of $500,000.00 and that the Board begin to develop plans <br />as to how the County will accrue necessary matching money. The letter as <br />submitted by the County is as follows. <br /> <br />Gentlemen: <br /> <br /> On behalf of the County of Cabarrus, we respectfully request that <br /> consider making a grant of $500,000 for the construction <br />of a branch library in Kannapolis, North Carolina, to.be known as the <br />"Charles A. Cannon Memorial Library - Kannapolis Branch". This library <br />will be owned by Cabarrus County and operated by the County as a branch <br />of the Charles A. Cannon Memorial Library which is located in Concord, North <br />Carolina. As we believe you are aware, that library is presently <br />designated as the County's participant in the State library system. The <br />funds we are requesting from would be used to pay the part <br />of the costs of constructing the branch library in Kannapoliso <br /> <br /> This project is being supported by others. Cannon Mills Company <br />hms committed to provide the necessary land and to provide architectural <br />design services for the library, and in addition has agreed that its <br /> <br /> <br />
