498 <br /> <br />engineering department may consult with the County and assist in <br />supervising the construction of the facility. Cannon has also agreed, <br />to the extent needed, to make available space for a temporary library <br />facility so that there will be public library facilities available <br />while the building is being constructed. <br /> <br /> In addition, the Cannon Memorial YMCA has agreed to donate its <br />present book collection to the County library system as soon as a location <br />can be established and the State of North Carolina has appropriated <br />$50,000 which is in a County trust account for this purpose. The County <br />intends to request an additional $100,000 grant from the State of North <br />Carolina during the June, 1984, budget session and the County intends to <br />budget $300,000 in its 1984-85 fiscal year and $300,000 in the 1985- <br />86 fiscal year. <br /> <br /> We appreciate your consideration of this request and attach for <br />your further information a study prepared by the Chief Library Consultant <br />from the North Carolina Division of State Library showing the need for a <br />library facility in Kannapolis and giving a preliminary estimate of what <br />it will cost to build such a public library facility (see page 22). If <br />this grant request is favorably approved by you, Cabarrus County will <br />initiate specific site selection procedures at once and will plan for <br />construction of a permanent library facility to begin in the fall of <br />1984. Exact timing of the construction and completion dates will depend <br />in part on the availability of funds from your organization. Please <br />note that of the estimated $1,276,912 needed for building and materials, <br />approximately $900,000 is needed for the cost of construction. We would <br />anticipate that with'the funds requested from your organization and the <br />funds to be provided by the County plus the amounts already cont'ributed <br />by the State, the building could be completed and equipped. The additional <br />amounts to be expended by the County will be used to provide the "opening <br />day materials collection" referred to in the State's report, with on- <br />going operating costs not to come from these capital funds. <br /> <br /> The County is at present unaware of sources of funding for the <br />capital costs of this project not described in this letter. Local <br />library support groups exist with small treasuries which they have <br />committed to make available to the project; but we believe that With the <br />commitment of Cannon Mills Company to supply the land and the architect, <br />the commitment of the State to provide financial support, the County's <br />substantial commitment to include construction funds in its budget and <br />the funds requested from your organization, the construction of a new <br />library could be assured. <br /> <br /> Ail contributions received in response to this request will be <br />deposited in a separate account and invested until used for library <br />purposes. Ail funds in this account (including earnings thereon) will <br />be used only for library purposes. If the County is not able to fund <br />the remaining costs of the library, the funds in this account will be <br />returned to you or, if you so direct, transferred to a public or private <br />body qualified to receive gifts from your organization. <br /> <br /> We are available to discuss with you the reasons 'for making this <br />request and the reasons we believe that it is possible to accomplish our <br />goals with the amounts requested.
