5OO <br /> <br />RESOLUTION OF INTENT AND ORDER <br />SETTING A PUBLIC HEARING FOR THE PURPOSE OF <br /> PARTICIPATION PAVING <br /> <br /> The Board of Commissioners, having decided to finance a portion <br />of the property owners' share in the Participation Paving Program, does <br />hereby adopt the following resolution: <br /> 1. The County intends to assess a certain portion of the <br />owners of Riverside Drive (SR 1493) to pay a portion of the property owners' <br />cost in connection with State paving of said road. <br /> 2. The project is the paving of approximately 1308 Lineal Feet. <br /> 3. The basis for making the assessments shall be front footage <br />pursuant to County policy heretofore adopted. <br /> 4. .The cost of the work that is to be specially assessed is <br />$2.00 per front foot for not more than 25% of the footage. 5. No assessments shall be held in abeyance. <br /> 6. Assessments may be paid in full or in annual installments <br />over a five-year period pursuant to County policy heretofore adopted. <br /> 7. Lentz <br /> <br />CHAIRMAN OF THE BOARD <br /> <br /> Mr. Charles'McGinnis, County Manager, reported that the County had <br />recently received delivery of a new ambulance to replace a 1973 Chevrolet <br />Type II (van type) ambulance previously used by the Ambulance Service. <br />The Board reviewed the recommendation from Mr. B. H. Mabrey, Sr., Director <br />of Emergency Services, that the surplus 1973 ambulance be sold to the <br />Harrisburg Rescue Squad through a direct sale at an amount determined by <br />the Board of Commissioners and under the condition that it not be resold <br />for profit for a period of time as specified by the Board. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Milloway <br />and unanimously carried, the Board agreed that the 1973 Chevrolet Type II <br />(van type) ambulance be sold to Harrisburg Rescue Squad by private sale <br />at a negotiated price of not less than $1.00. <br /> UPON MOTION of C~mmissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved a budget amendment allocating <br />the Cabarrus-Rowan Park Commission 1983-84 fiscal year appropriation of <br />$118,750.00 into an operating budget. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved to go into Executive Session for <br />the purpose of hearing some information from the County Attorney dealing <br />with legal matters of the bond issue. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash <br />and unanimously carried, the Executive Session was terminated. <br /> Mr. John R. Boger, Jr., County~Attorney, reported that Commissioner <br />Barnhardt had come to his office on Friday afternoon concerning an area <br />of the Water and Sewer District which is located in the area to be <br />annexed into the City of Concord on June 30, 1986. He stated he had <br />contacted the bond attorney who had requested additional time to research <br />legal questions regarding the district and annexation by the City. Mr. <br />Boger reported that during the Executive Session he had recommended that <br />the Board adjourn this meeting until 7:00 P.M. on Wednesday, February 22, <br />1984, to further discuss this matter. <br /> Mr. Charles D. ~cGinnis, County Manager, advised the Board that the <br />"Public Library Service in Cabarrus County - A Survey" by the North <br />Carolina Division of State Library had recommended that a Library Task <br />Force be set up to study the establishment of a public library system in <br />Cabarrus County. Commissioner Nash reported that Mrs. Harriet Ward of <br />the Cabarrus/Kannapolis Friends of the Library had volunteered to submit <br />to the Board for consideration a county-wide representative group of <br /> <br /> <br />
