5OO RESOLUTION OF INTENT AND ORDER SETTING A PUBLIC HEARING FOR THE PURPOSE OF PARTICIPATION PAVING The Board of Commissioners, having decided to finance a portion of the property owners' share in the Participation Paving Program, does hereby adopt the following resolution: 1. The County intends to assess a certain portion of the owners of Riverside Drive (SR 1493) to pay a portion of the property owners' cost in connection with State paving of said road. 2. The project is the paving of approximately 1308 Lineal Feet. 3. The basis for making the assessments shall be front footage pursuant to County policy heretofore adopted. 4. .The cost of the work that is to be specially assessed is $2.00 per front foot for not more than 25% of the footage. 5. No assessments shall be held in abeyance. 6. Assessments may be paid in full or in annual installments over a five-year period pursuant to County policy heretofore adopted. 7. It is hereby ordered that a public hearing on all matters concerning said paving assessment and covered by this resolution be held at the Cabarrus County Courthouse at 8:00 P.M. on March 21, 1984. Lentz CHAIRMAN OF THE BOARD Mr. Charles'McGinnis, County Manager, reported that the County had recently received delivery of a new ambulance to replace a 1973 Chevrolet Type II (van type) ambulance previously used by the Ambulance Service. The Board reviewed the recommendation from Mr. B. H. Mabrey, Sr., Director of Emergency Services, that the surplus 1973 ambulance be sold to the Harrisburg Rescue Squad through a direct sale at an amount determined by the Board of Commissioners and under the condition that it not be resold for profit for a period of time as specified by the Board. UPON MOTION of Commissioner Nash, seconded by Commissioner Milloway and unanimously carried, the Board agreed that the 1973 Chevrolet Type II (van type) ambulance be sold to Harrisburg Rescue Squad by private sale at a negotiated price of not less than $1.00. UPON MOTION of C~mmissioner Nash, seconded by Commissioner Barnhardt and unanimously carried, the Board approved a budget amendment allocating the Cabarrus-Rowan Park Commission 1983-84 fiscal year appropriation of $118,750.00 into an operating budget. UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt and unanimously carried, the Board moved to go into Executive Session for the purpose of hearing some information from the County Attorney dealing with legal matters of the bond issue. UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash and unanimously carried, the Executive Session was terminated. Mr. John R. Boger, Jr., County~Attorney, reported that Commissioner Barnhardt had come to his office on Friday afternoon concerning an area of the Water and Sewer District which is located in the area to be annexed into the City of Concord on June 30, 1986. He stated he had contacted the bond attorney who had requested additional time to research legal questions regarding the district and annexation by the City. Mr. Boger reported that during the Executive Session he had recommended that the Board adjourn this meeting until 7:00 P.M. on Wednesday, February 22, 1984, to further discuss this matter. Mr. Charles D. ~cGinnis, County Manager, advised the Board that the "Public Library Service in Cabarrus County - A Survey" by the North Carolina Division of State Library had recommended that a Library Task Force be set up to study the establishment of a public library system in Cabarrus County. Commissioner Nash reported that Mrs. Harriet Ward of the Cabarrus/Kannapolis Friends of the Library had volunteered to submit to the Board for consideration a county-wide representative group of
