<br /> (j) "Domestic wastes" means liquid wastes (i) from the non-commercial
<br />preparation, cooking, and handling of food, or (ii) containing human
<br />excrement and similar matter from the sanitary conveniences of dwellings,
<br />commercial buildings, industrial facilities, and institutions.
<br /> (k) "Excessive Radiation Dose" shall be a dose of radiation in excess
<br />of the maximum dose.
<br /> (1) "Garbage" means solid wastes from the domestic and commercial
<br />preparation, cooking, and dispensing of food, and from the handling,
<br />storage, and sale of food.
<br /> (m) "Hearing Authority" means the Director, Board Attorney, and
<br />Administrator of wastewater treatment plants of this City or their duly
<br />appointed deputies, agents or representatives.
<br /> (n) "IOD" (Immediate Oxygen Demand) means the quantity of oxygen
<br />utilized ~y an industrial waste in excess of that normally attributable
<br />to sewage as measured by using standard laboratory methods, as set out
<br />herein, expressed in parts per million.
<br /> (o) "Incompatible pollutant" means any pollutant which is not a
<br />"compatible pollutant" as defined in this section.
<br /> (p) "Industrial wastewater" means the liquid wastes resulting from
<br />the processes employed in industrial, manufacturing, trade, or business
<br />establishments, as distinct from domestic wastes.
<br /> (q) ~"Infiltration" is the water entering a sewer system, including
<br />sewer service connections, from the ground, through such means as, but
<br />not limited to, defective pipes, pipe Joints, connections or manhole
<br />walls. Infiltration does not include, and is distinguished from, inflow.
<br /> (r) "Inflow" is the water discharged into a sewer system, including
<br />service connections from such sources as, but not limited to, roof leaders,
<br />cellar, yard and area drains, foundation drains, cooling water discharges,
<br />drains from springs and swampy areas, manhole covers, cross connections
<br />from storm sewers and combined sewers, catch basins, storm waters, surface
<br />run-off, street washwaters, or drainage. Inflow does not include, and
<br />is distinguished from, infiltration.
<br /> (s) "Major Contributing Industry" means any industry whose flow
<br /> exceeds 50,000 gallons per day or who is subject to pretreatment requirements
<br /> for the removal of incompatible pollutants as defined in this section.
<br /> (t) "Maximum Permissible Dose" shall be a dose of radiation to any
<br /> part of the body, internal or external, or both, that in the light of
<br /> present knowledge, is not expected to cause appreciable bodily injury to
<br /> a person at any time during his lifetime.
<br /> (u) "National Pollutant Discharge Elimination System" (NPDES) means
<br /> the program for issuing, conditioning and denying permits for the discharge
<br /> of pollutants from point sources into the navigable waters, the contiguous
<br /> zone, and the oceans pursuant to section 402 of the Act.
<br /> (v) "NH~" (Nitrogen as Ammonia) shall mean the initial product in
<br /> the discomposltion of nitrogenous organic matter as measured by using
<br /> standard laboratory methods, as set out herein, expressed in mg/1.
<br /> (w) "PPM" means parts per million by weight expressed in pounds.
<br /> (x) "Person" means any individual, firm, company, partnership, corporation,
<br /> association, group, or society, and includes the State of North Carolina,
<br /> and agencies, districts, commissions, and political subdivisions created
<br /> by, or pursuant to, state law.
<br /> (y) "pH___" means the logarithm (base 10) of the reciprocal of the
<br /> concentration of hydrogen ions in grams per liter of solution and
<br /> indicates the degree of acidity or alkalinity of a substance. A pH
<br /> value of 7.0 is neutral, above 7.0 is alkaline and below 7.0 is acid.
<br /> (z) Pretreatment means application of physical, chemical, and
<br /> biological processes to reduce the amount of pollutants in or to alter
<br /> the nature of the pollutant properties of wastewater prior to discharging
<br /> such wastewater into the publicly owned wastewater treatment system.
<br /> (aa) "Pretreatment standards" means all applicable federal rules and
<br /> regulations implementing section 307 of the Act, as well as any nonconflict-
<br /> ing state or local standards. In cases of conflicting standards or
<br /> regulations, the more stringent thereof shall be applied.
<br /> (bb) "Properly shredded garbage" means the wastes from the
<br /> preparation, cooking, and dispensing of food that have been shredded to
<br /> such degree that all particles will be carried freely under the flow
<br /> conditions normally prevailing in public sewers, with no particle greater
<br /> than one-half (1/2) inch in any dimension.
