514 <br /> <br /> (22) Any waters or wastes containing suspended solids of such <br />character and quality that unusual attention or expense is required to <br />handle such materials at the waste treatment plant. <br /> (23) Any waters or wastes which, in concentration of any given <br />constituent of in quantity of flow, exceeds for any period of duration <br />longer than fifteen (15) minutes more than five (5) times the average <br />twenty-four (24) hour concentrations or flows during normal operation. <br /> (24) Any water or wastes having an objectionable color which is <br />not sufficiently removable in the existing sewage treatment plant process <br />to pass receiving stream standards. <br /> (b) Limitations on Wastewater Discharges. No person shall discharge <br />or convey, or permit or allow to be discharged or conveyed, to a public <br />sewer any wastewater containing pollutants of such character or quantity <br />that will: <br /> (1) Not be susceptible to treatment or interfere with the process <br />or efficiency of the treatment system. <br /> (2) Constitute a hazard to human or animal life, or to the stream <br />or water course receiving the treatment plant effluent. <br /> (3) Violate pretreatment standards, as promulgated by the United <br />States Environmental Protection Agency in 40 CFR, Parts 403 and 128, the <br />State of North Carolina, or the City of Concord, North Carolina, or the <br />County of Cabarrus, North Carolina. <br /> (4) Cause the treatment plant to violate its NPDES permit or applicable <br />receiving water standards. <br /> (C) Special Agreements. Nothing in this section shall be construed <br />as preventing any special agreement or arrangement between the Board and <br />any user of the wastewater treatment system whereby wastewater of unusual <br />strength or character is accepted into the system and specially treated <br />subject to any payments or user charges as may be applicable. <br /> (d) No person shall discharge or cause to be discharged any storm <br />water, surface water, ground water, roof runoff, or subsurface drainage <br />into any sanitary sewer. No person shall connect, or cause to be connected, <br />to the sanitary sewer system any pipe or conduit which will allow the <br />discharge of the aforelisted inflow source into the sanitary sewer system. <br /> <br />Section III - Permissive Use of Public Sewers for Industrial Waste <br /> (a) Any person who shall hereafter discharge any industrial wastes <br />into the County's sanitary sewers or who desires to discharge any <br />i~dustrial wastes into such sewers and thereby into the regional waste- <br />water treatment plant shall make application to the Director. Applications <br />shall be in compliance with the Sewer Ordinance of the City of Concord <br />and all applicable state and Federal laws. The person proposing to <br />discharge industrial wastes into the County's sewers shall provide the <br />County Manager with a copy of an approved permit and plans and specifi- <br />cations for all proposed work for approval by the County. <br /> (b) Control Manhole. Any person discharging industrial wastes into <br />the County's sanitary sewer shall construct and maintain a suitable control <br />manhole to facilitate observation, measurements and sampling of all <br />wastes including domestic sewage from the industry. <br /> The control manhole shall be constructed downstream from any <br />treatment, storage or other approved works at a suitable and satisfactory <br />location and built in a manner approved by the County. <br /> (c) Measuring Device. ~here a storage tank is not required, the <br />control manhole shall be equipped with a permanent type volume measuring <br />device such as a measuring flume, or other device approved by the County. <br />The manhole shall be installed by the person discharging the wastes at <br />his own expense and shall be 'maintained by him so as to be safe, accessible <br />and in proper operating condition at all times. <br /> (d) Plans. Plans for the construction of said storage tank, control <br />manhole and controlling devices shall be approved by the County prior to <br />the beginning of construction. <br /> (e) Any water or wastes discharged by any person, which have the <br />following characteristics, may be admitted into the sanitary sewers after <br />the adoption of this Ordinance when such discharge is approved, in writing <br />by the City. <br /> (1) A BOD greater than 300 mg/1 <br /> (2) or containing COD of more than 700 mg/1; <br /> (3) or containing suspended solids of more than 300 mg/1; <br /> (4) or containing ammonia of more than 15 mg/1; <br /> (5) or having other characteristics prohibited in Section 3. <br /> <br /> <br />
