515 <br /> <br /> (f) Ail applications for the discharge of industrial wastes into <br />the public sewers shall be made to the City. Approval will be granted <br />such applications when evidence is submitted by the applicant that the <br />discharge of wastes into the public sewer will comply with this Ordinance <br />and applicable City, State and Federal requirements. <br /> (g) Grease, oil and sand interceptors shall be provided when, in <br />the opinion of the County, they are necessary for the proper handling of <br />liquid wastes containing grease in excessive amounts, or any flammable <br />wastes, sand or other harmful ingredients; except that such interceptors <br />shall not be required for private living quarters or dwelling units. Ail <br />interceptors shall be maintained by the Owner at his expense in continuously <br />efficient operation at all times. <br /> (h) Where preliminary treatment or holding facilities are provided <br />for any purpose, they shall be maintained continously in satisfactory and <br />effective operation by the owner at his expense, and there shall be no <br />discharge of wastes requiring pretreatment~either directly or indirectly <br />to the County's sewer system, without first notifying and obtaining approval <br />from the County and City. <br /> <br />Section IV - Powers and Authority for Inspection <br /> (a) The County Manager and duly authorized employees of the Board <br />shall be permitted to enter upon all properties for the purpose of inspection, <br />observation, measurement, sampling and testing in accordance with the <br />provisions of this Ordinance. <br /> (b) Ail tests and analyses of the characteristics of waters and <br />wastes to which reference is made in this Ordinance shall be made in <br />accordance with the procedure given in the latest edition of STANDARD <br />M~THODS FOR THE EXAMINATION OF WATER, SEWAGE AND INDUSTRIAL WASTES <br />published by the American Public Health Association. Such tests and <br />analyses shall be determined at the control manhole provided for in <br />Section III, or at the point of discharge of any waters or wastes at the <br />site of their origin on the premises of any person discharging such <br />wastes into the sanitary sewers. <br /> <br />Section V - Measurement and~Flow <br /> (a) The volume of flow used in determining the total discharge of <br />industrial wastes shall be based upon: <br /> (1) Metered water consumption as shown in the records of meter <br />readings maintained by the Board. In the event that a person discharging <br />wastes into the public sewers produces evidence to the County that more <br />than 25% of the total annual volume of water used for all purposes does <br />not reach the public sewers, the individual discharger may, at his option, <br />install flow measuring devices, which measure the actual volume of <br />wastewater discharged to the sewer. Such devices shall be accessibly and <br />safely located, and the measuring system as specified by the Board shall <br />be installed in accordance with plans approved by the County. The <br />metering system shall be installed and maintained at the owner's expense <br />according to arrangements that may be made with the Board. <br /> (b) Where any person discharging wastes to the sanitary sewers <br />procures all or any part of his water supply from sources other than the <br />Board, the person discharging said waste shall install and maintain at <br />his expense water meters of a type approved by the approving authority <br />for the purposes of determining the proper volume of waste discharged to <br />such sewers. <br /> <br /> Section VI - Determination of Character and Concentration of~Wastes <br /> (a) Inspection. The industrial waste of each person discharging <br />such wastes into the public sewers shall be subject to periodic <br />inspection and a determination of character and concentration of such <br />wastes shall be made monthly for all "major" contributors and annually <br />or more often as may be deemed necessary by the County Manager or his <br />authorized assistant for the "minor" contributors. Such inspection <br />and tests shall also be made immediately after any process change which may <br />affect the quantity or quality of the wastes discharged. The determination <br />of "major" and "minor" contributor classifications shall be by the County <br />Manager. <br /> (b) Samples.. Samples shall be collected in such manner as to be <br /> representative of the actual quality of the waste. Laboratory methods <br /> used in the examination of such waste shall be those set ~orth in <br /> STANDARD METHODS as hereinbefore described. <br /> <br /> <br />
