544 <br /> <br />(8) <br /> <br />approved the form of the Guaranty Agreement between <br />E. L. Morrison Lumber Co., Inc., John H. Morrison, <br />Jr. and Hugh H. Morrison (collectively, the "Guarantors") <br />and the Purchaser, dated as of March 1, 1984; and <br /> <br />(9) <br /> <br />approved the form of the Company Guaranty Agreement, <br />dated as of March 1, 1984 between the Company and <br />the Purchaser. <br /> <br /> (b) The Board of Commissioners for the County of Cabarrus <br />has reviewed the action taken by the Board of Commissioners of <br />the Authority in connection with the issuance and sale of the <br />Bond and has made such other examination and investigation as it <br />deems necessary and relevant as the basis for the approval set <br />forth herein. <br /> <br /> Section 2. Pursuant to and in satisfaction of the requirements <br />of Section 159C-4(d) of the General Statutes of North Carolina, the <br />Board of Commissioners for the County of Cabarrus hereby approves the <br />issuance by the Authority of the Authority's Industrial Revenue Bond <br />(Morrison Millwork, Inc. Project) in the principal amount of $800,000. <br /> <br /> Section 3. This resolution shall take effect immediately upon <br />its passage. <br /> <br /> Commissioner Payne moved the passage of the foregoing resolution <br />and Commissioner Barnhardt seconded the motion and the resolution was <br />passed by the following vote: <br /> <br /> Ayes: Commissioners Payne, Barnhardt, Nash, and Milloway and <br /> Chairman Lentz <br /> Noes: None <br /> <br /> The Board reviewed the recommendations submitted by the administrators <br />of the nursing homes in Cabarrus County to fill the vacancy on the <br />Nursing Home Community Advisory Committee created by the recent death <br />of Dr. R. S. Stephens. The recommendations as submitted were as follows. <br /> <br />The Five Oaks Center~ - <br /> <br />Cabarrus Nursing Center - <br />Concord Nursing Center - <br /> <br />Mrs. Frances Long <br />Dr. Fred Craven <br />Mrs. Lula Cochran <br />Mrs. Lula Cochran <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the Board appointed Dr. Fred Craven to the Nursing <br />Home Community Advisory Committee as a nursing home nominee to fill the <br />vacancy created by the death of Dr. R. S. Stephens for a term ending on <br />December 31, 1985. <br /> Mr. Bill Bonny, Chairman of the Cabarrus County Water and Sewer Study <br />Commission, presented the following proposed resolution as recommended by <br />the Study Commission. <br /> <br /> Resolution <br /> of the <br /> Cabarrus County Board of County Commissioners <br /> <br />BE IT RESOLVED THAT: <br /> <br />1). <br /> <br />The Cabarrus County Board of County Commissioners, along with the <br />groups and persons shown on the attached sheets, propose that the <br />North Carolina General Assembly approve legislation to increase the <br />optional sales tax for the counties from .01 1/2¢ to .02¢. <br /> <br />2). <br /> <br />Seventy-five percent of the additional sales tax is to be used for <br />water management needs. These needs include but are not necessarily <br />limited to water storage facilities, sewer lines, water lines, <br />water and wastewater treatment plants, and maintenance and upgrading <br />of existing facilities. <br /> <br /> <br />
