The <br />purpose of establishing solid waste recycling facilities is to <br />bring about a significant reduction in the need for sanitary landfills. <br /> <br />MANDATED TO: Members of the North Carolina General Assembly <br /> <br /> Mr. Bill Bonny presented the following resolution to establish a <br />Cabarrus Authority for Water and Sewer as recommended by the Water and <br />Sewer Study Commission. <br /> <br />A RESOLUTION for the enactment of an ordinance providing for the establish- <br />ment of the Cabarrus Authority for Water and Sewer (CAWS). <br /> <br />I. Purposes of Cabarrus Authority for Water and Sewer <br /> <br />mo <br /> <br />Provide an adequate supply of water to meet the needs of the <br />citizens of Cabarrus County. <br />Provide water and sewer facilities as needed to those citizens <br />of Cabarrus County not presently served by such facilities. <br />Oversee the development of the newly formed Water and Sewer <br />District and oversee the provision of water and sewer facilities <br />to the citizens within the district. <br />Cooperate with the Cabarrus County Commission, Cabarrus County <br />Manager, Cabarrus County Department of Planning, other Cabarrus <br />County agencies, and municipalities and sanitary districts in <br />order to provide water and sewer services in a timely and <br />orderly fashion. <br /> <br />II. Area of Service for the Cabarrus Authority for Water and Sewer <br /> <br />Area of Service for assessing and providing water supply is <br />Cabarrus County. (See Map #1) <br />Area of Service for providing water and sewer service is that <br />portion of Cabarrus County that is not presently provided such <br />services by a municipality or a sanitary district. (See Map #2) <br /> <br />III. Membership of the Cabarrus Authority for Water and Sewer <br /> <br />The Cabarrus Authority for Water and Sewer is to have five <br />members and two alternates. <br />Persons serving on the Authority agree to work for the better- <br />ment of the citizenry of Cabarrus County by providing and/or <br />improving the provision of water and sewer services as well as <br />meeting the County's needs for an adequate supply of water. <br />Initial formation of the Cabarrus Authority for Water and Sewer. <br />1. The Cabarrus County Board of Commissioners will appoint <br /> five members and two alternates. <br />2. By the drawing of lots, two of the five initial appointees <br /> will serve a term of four years, one a term of three years, <br /> one a term of two years, and one a term of one year. By <br /> the same method, one alternate will serve a term of four <br /> years and will be the senior alternate; and, the second <br /> alternate will serve a term of two years and will be the <br /> junior alternate. <br />3. Following the initial terms of appointment, members will be <br /> appointed for four year terms. <br />Members of Cabarrus Authority for Water and Sewer <br />1. Following initial appointment of members, vacancies arising <br /> from completion of terms of office will be filled by the <br /> County Commission by reappointing the member whose term <br /> has expired or by elevating the senior alternate to member- <br /> ship status. <br />2. If any member or members are absent from a duly called <br /> meeting of the Authority, the alternates serve as members <br /> during that meeting with the senior alternate being the <br /> first to assume "member" status. <br /> <br /> <br />
