545 3). Twenty-five percent of the additional sales tax is to be used by the State of North Carolina for the establishment of solid water recycling facilities utilizing a regional planning approach. The purpose of establishing solid waste recycling facilities is to bring about a significant reduction in the need for sanitary landfills. MANDATED TO: Members of the North Carolina General Assembly Mr. Bill Bonny presented the following resolution to establish a Cabarrus Authority for Water and Sewer as recommended by the Water and Sewer Study Commission. A RESOLUTION for the enactment of an ordinance providing for the establish- ment of the Cabarrus Authority for Water and Sewer (CAWS). I. Purposes of Cabarrus Authority for Water and Sewer mo Provide an adequate supply of water to meet the needs of the citizens of Cabarrus County. Provide water and sewer facilities as needed to those citizens of Cabarrus County not presently served by such facilities. Oversee the development of the newly formed Water and Sewer District and oversee the provision of water and sewer facilities to the citizens within the district. Cooperate with the Cabarrus County Commission, Cabarrus County Manager, Cabarrus County Department of Planning, other Cabarrus County agencies, and municipalities and sanitary districts in order to provide water and sewer services in a timely and orderly fashion. II. Area of Service for the Cabarrus Authority for Water and Sewer Area of Service for assessing and providing water supply is Cabarrus County. (See Map #1) Area of Service for providing water and sewer service is that portion of Cabarrus County that is not presently provided such services by a municipality or a sanitary district. (See Map #2) III. Membership of the Cabarrus Authority for Water and Sewer The Cabarrus Authority for Water and Sewer is to have five members and two alternates. Persons serving on the Authority agree to work for the better- ment of the citizenry of Cabarrus County by providing and/or improving the provision of water and sewer services as well as meeting the County's needs for an adequate supply of water. Initial formation of the Cabarrus Authority for Water and Sewer. 1. The Cabarrus County Board of Commissioners will appoint five members and two alternates. 2. By the drawing of lots, two of the five initial appointees will serve a term of four years, one a term of three years, one a term of two years, and one a term of one year. By the same method, one alternate will serve a term of four years and will be the senior alternate; and, the second alternate will serve a term of two years and will be the junior alternate. 3. Following the initial terms of appointment, members will be appointed for four year terms. Members of Cabarrus Authority for Water and Sewer 1. Following initial appointment of members, vacancies arising from completion of terms of office will be filled by the County Commission by reappointing the member whose term has expired or by elevating the senior alternate to member- ship status. 2. If any member or members are absent from a duly called meeting of the Authority, the alternates serve as members during that meeting with the senior alternate being the first to assume "member" status.
