546 <br /> <br />Vo <br /> <br />o <br /> <br />If a vacancy occurs because of death or resignation, the <br />senior alternate will automatically assume a member position <br />and will serve for the remainder of the replaced member's <br />term of office. <br />In the event the vacancy involved the Chairman or Vice- <br />Chairman, CAWS will elect a new Vice-Chairman for the <br />remainder of the year. <br />Any alternate vacancy will be filled by the County Commission <br />from the approved list of nominees provided by the Cabarrus <br />Authority for Water and Sewer. <br />Alternates are to attend the meetings of the Cabarrus <br />Authority for Water and Sewer. <br />Just compensation for expenses related to serving on the <br />Cabarrus Authority for Water and Sewer should be established <br />by the County Commission for the members of the Authority. <br /> <br />IV. Officers of the Cabarrus Authority for Water and Sewer <br /> <br />VI. <br /> <br /> Chairman <br />1. The Chairman of the Authority is to be elected by the <br /> membership. <br />2. The Chairman serves a one year term and is eligible for <br /> reelection. <br />3. Chairman will be a county member of the Rocky River Authority <br /> once that body is formed. <br />4. The Chairman will preside over all meetings of the Cabarrus <br /> Authority for Water and Sewer. <br />Vice-Chairman <br />1. The Vice-Chairman of the Authority is to be elected by the <br /> membership. <br />2. The Vice-Chairman serves a one year term and is eligible <br /> for reelection to that position. <br />3. The Vice-Chairman will be the second county appointee (if <br /> needed) of the Rocky River Authority once that body is <br /> formed. <br />4. The Vice-Chairman will preside over the meetings of the <br /> Authority in the absence of the Chairman. <br />The officers of the Cabarrus Authority for Water and Sewer serve <br />a one year term and are elected at the first meeting of the <br />Authority after July 1. Any vacancy that occurs among the officers <br />during their term of office is filled at the next meeting of <br />the Authority. <br /> <br />Duties, Powers, and Responsibilities of the Cabarrus Authority for <br />Water and Sewer <br /> <br />The Authority is to discharge the duties prescribed in this <br />ordinance as well as any additional ones given it by the Cabarrus <br />County Board of County Commissioners. <br />All meetings and activities of the Authority are to meet the <br />conditions prescribed in North Carolina's Open Meetings Statute. <br />Any member or alternate who does not attend at least 75% of the <br />Authority's meetings during any year resigns by default, and <br />that position is filled in the manner noted above. <br />As soon as practical after the formation of the Authority, the <br />Authority will write By-Laws to be considered by the Cabarrus <br />County Board of County Commissioners. <br />The Authority is to be the County's lead agency for all matters <br />pertaining to the planning, constructing, and maintaining of <br />water and sewer facilities and water supply facilities. <br /> <br />The Cabarrus Authority for Water and Sewer is to begin its duties on <br />July 1, 1984 or as soon thereafter as the County Commission enacts <br />enabling legislation. The official year for the Authority runs from <br />July 1 to June 30. <br /> <br /> <br />
