547 <br /> <br /> During review of the proposed resolution, the Board discussed the <br />appointment of members to the Authority, the terminology of the proposed <br />resolution, and past efforts to establish an Authority. Mr. John R. Boger, <br />Jr., County Attorney, advised the Board that the proposed Cabarrus Authority <br />for Water and Sewer would have no statutory authority and would serve only <br />as an advisory group to the Board of Commissioners. He stated that in order <br />for the Authority to have any statutory authority it would have to be <br />formed by two or more local governments or the North Carolina General <br />Assembly would have to enact legislation to allow the formation of an <br />Authority by a county. Mr. Bill Bonny objected to the appointment of <br />the proposed Authority to serve only as an advisory group and urged the <br />Board to explore the possibility of the County establishing an Authority <br />with a municipality in the county. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board accepted the report from the Water and <br />Sewer Study Commission as information at the present time. <br /> The Board reviewed the recommendation from Mr. Thomas B. Robinson, <br />Planning Director, that the Board rescind the Sidestown/Shankletown <br />sewer front footage charge of $3.50 as the sewer collection system in <br />that area was financed by a Community Development Grant. This charge <br />was adopted in a Lease Agreement between Cabarrus County and the <br />Board of Light and Water Commissioners of the City of Concord in <br />May, 1983. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board rescinded the following provision from <br />Item 2 of the Lease Agreement dated May 16, 1983, between Cabarrus <br />County and the Board of Light and Water Commissioners of the City of <br />Concord. <br /> <br />" ..... provided that such other customers shall be required to <br />pay to Cabarrus a front footage charge of $3.50 dollars per <br />front foot, ..... " <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board set a public hearing for 10:30 A.M. <br />on Monday, May 7, 1984, and for 8:00 P.M. on Monday, May 21, 1984, for the <br />Community Development Block Grant Economic Development Project application <br />to be submitted to the State. <br /> Mr. Troy R. Cook presented information pertaining to the Farm Finance <br />Amendment to be included on the primary ballot on May 8, 1984, and requested <br />the Board's support of the amendment. This proposed amendment to the North <br />Carolina Constitution would allow the state to set up an agency to issue <br />agricultural revenue bonds. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board endorsed the Farm Finance Amendment and <br />urged the people in Cabarrus County to support the passage of the Amendment <br />on May 8, 1984. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board changed the Zoning Public Hearing <br />scheduled for July 5, 1984, at 7:00 P.M. to July 19, 1984, at 7:00 P.M. <br />for any matters to be heard at that time. <br /> Motion, on which no vote was taken, was made by Commissioner Nash <br />and seconded by Commissioner Payne to approve the following action. <br /> <br />That a thorough review, update and republishing of the Cabarrus <br />County Personnel Ordinance, dated August 4, 1977, be undertaken <br />and that this review be accomplished in the following manner: <br /> <br />that Centralina Council of Government be contracted with to <br />be the review agency expediter. <br />that a special ad-hoc personnel committee be created for the <br />specific and only task of working with Centralina Council of <br />Government personnel in the review process; and that this <br />committee be constituted as follows: <br />a. County Manager <br />b. Two county employees selected by the county manager <br />c. Two commissioners, appointed by the chairman <br /> <br /> <br />
