556 <br /> <br />Task 1: Demand Estimates <br /> <br />Using the process set forth in the original scope of services, Task 4 - <br />Needs Analysis and Demand Estimates, CGA will determine the demand for <br />transportation services among the elderly, low income, handicapped, and <br />balance of the population throughout Cabarrus County outside of the <br />Kanlacon Area. This material will be added to Chapter 4, Demand Estimation <br />(see Interim Repart #2). In order to carry out this task, the Cabarrus <br />County Planning Commission will supply the required census data, census <br />tract maps, and any additional information required. This task will <br />include a revision of the comparison between projected demand and existing <br />services to reflect the change associated with the service area involved <br />and the volume of projected transportation need and demand. <br /> <br />Task 2: Service Alternatives <br /> <br />Service alternatives briefly sketched in Interim Report #2 will be developed <br />in greater detail and revised to set forth the volume of demand these <br />alternatives would meet and at what cost. It is recognized that Cabarrus <br />County has already opted for initiation of a ride-share match program <br />and human service agency coordination. As a result, only a minimal <br />effort will be expended in re-addressing other alternatives, unless the <br />added demand figures from rural Cabarrus County suggest consideration of <br />new or different alternatives. <br /> <br />Assuming the already selected alternative set (ride sharing program and <br />coordinated human service agency operations), CGA recognizes that the <br />definition of organizational alternatives (Task 6 of the original scope) <br />and the identification of legal, financial, and administrative constraints <br />(Task 7 of the original scope) will require very limited effort. As a <br />result, these items will be addressed only briefly under Task 9, Definition <br />of Operational Plan and Task 11, Implement~n Plan of the original scope. <br />This reduction of effort from the original scope and contract agreement <br />makes it possible to assume responsibility for meeting North Carolina DOT's <br />TDP requirements at the extremely low cost figure quoted for this amendment. <br /> <br />Task 3: Reporting <br /> <br />CGA will revise its reporting, to date, to accommodate the dual purpose <br />of the study process (recommendations for services and related <br />implementation activities as they affect both the Kanlacon Urban Area <br />and the balance of Cabarrus County) and complete its reporting in a <br />similar fashion. This will require revision of Chapters ii 2, 4, and 6 <br />in the current interim report; and the refinement and development of <br />the selected alternatives or options on the basis of those figures that <br />incorporate both the areas of Cabarrus County outside of the Kanlacon <br />Area and within the Kanlacon Area. <br /> <br />A final report, prepared in draft form, will be submitted initially in <br />five copies. Once comments have been reviewed, a maximum of 20 copies <br />of a final report will be delivered. <br /> <br />Scope Revision Costing <br /> <br />To accomplish the revisions in scope set forth above will require the <br />following manhours, by position.
