562 <br /> <br /> Section 9. Violation of Regulations <br /> It shall be unlawful for any person to violate any of the provisions <br />of this Ordinance or of the regulations or plans issued pursuant to the <br />authority contained herein, or to willfully obstruct, hinder or delay any <br />member of the emergency services organization as herein defined in the <br />enforcement of the provisions of this Ordinance or any regulations or <br />plan issued thereunder. <br /> <br /> Section 10. Severability <br /> Should any provision of this Ordinance be declared invalid for any <br />reason, such declaration shall not affect the validity of other provisions, <br />or of this Ordinance, as a whole, it being the legislation intent that <br />the provisions of this Ordinance shall be severable and remain valid <br />notwithstanding such declaration. <br /> <br /> Section 11. Conflicting Ordinances, Orders, Rules and Regulations <br /> Suspended <br /> At all times when the orders, rules and regulations made and promulgated <br />pursuant to this Article shall be in effect, they shall supersede all <br />existing ordinances, orders, rules and regulations insofar as the latter <br />may be inconsistent therewith. <br /> <br />Section 12. Effective Date <br />This Ordinance shall take effect on the 7th day of May, 1984. <br /> <br />/s/ James W. Steeley, Chief Animal Control Officer, presented the <br />recommendations from the Cabarrus County Board of Health for the following <br />changes in fees at the Animal Shelter. <br /> <br />Puppies under four (4) months and cats all ages .... $ 7.00 <br />Dogs over four (4) months ............... $15.00 <br /> <br />These fees would do away with the $1.00 a day for'boarding and would <br />provide for the deworming of all puppies as they come into the Shelter <br />and the deworming of all dogs and cats as they are adopted. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following fee schedule for <br />the Animal Shelter as recommended by the Board of Health. <br /> <br />Puppies under four (4) months and cats all ages .... $ 7.00 <br />Dogs over four (4) months ............... $15.00 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash with <br />Commissioners Payne and Nash and Chairman Lentz voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board agreed to proceed with the <br />updating and review of the Cabarrus County Personnel Ordinance, dated <br />August 4, 1977, and approved the following Service Agreement Memorandum and <br />Scope of Services with the Centralina Council of Governments for the revision <br />of the Personnel Ordinance. <br /> <br />SERVICE AGREEMENT MEMORANDUM <br /> <br /> Upon the request of the undersigned Member Government, the Centralina <br />Council of Governments (the Council) agrees to perform the services <br />described in the attached "Scope of Service". The estimated cost of <br />these services to be paid by the Member Government is $2,552 as similarly <br />reflected in the Scope of Services. <br /> <br /> It is understood, however, that notwithstanding any estimates given, <br />the Member Government will be expected to pay the actual costs incurred <br />by Centralina in providing the services, as required by the Charter of <br />the Council.
