579 <br /> <br /> EXPENDITURES <br />9-19-42-101 Salaries & Wages 11,144.00 11,144.00 <br />9-19-42-102 Part-Time Salaries 182,545.00 182,545.00 <br />9-19-42-201 F I C A 13,655.00 13,655.00 <br />9-19-42-230 Workmen's Comp. 1,162.00 1,162.00 <br />9-19-42-610 Travel 1,932.00 1,932.00 <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by resolution approved the addition of <br />Glenn Haven Drive, Coddle Creek Drive, and Granada Drive to the state <br />secondary road system. <br /> The Board received~the recommendation from Mrs. Dorothy M. Critz, <br />Assistant Administrator of the Five Oaks Nursing Center, for the appointment <br />of Mrs. Frances B..Long to the Nursing Home Community Advisory Committee <br />to complete the unexpired term of Dr. R. S. Stephens. Dr. Fred T. <br />Craven, who was appointed by the Board to this Committee on April 16, <br />1984, was unable to.serve. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Mrs. Frances B. Long to the <br />Nursing Home Community Advisory Committee to complete the unexpired term <br />of Dr. R. S. Stephens ending on December 31, 1985. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board appointed Mrs. Irene Wilho£t to the <br />Domiciliary Home Community Advisory Committee to fill the vacancy of <br />Ms. Letha Barrier who has resigned. This appointment will expire on <br />December 21, 1986. <br /> Mr. James F. Cook, Jr., Director of the Department of Social Services, <br />stated the Social Services Board had made the following recommendation <br />for the reappointment of Mr. Troy R. Cook at its meeting on May 29, 1984. <br /> <br />It resolved to recommend to the Board of Commissioners that in <br />view of the excellent contribution Mr. Cook has made during his <br />first term, he be reappointed for a second term. <br /> <br /> Commissioner Barnhardt nominated Mrs. C. S. Austin for appointment <br />to the Social Services Board. Commissioner Nash nominated Mr. Troy R. <br />Cook for reappointment to the Social Services Board. <br /> The motion made by Commissioner Barnhardt and seconded by Commissioner <br />Milloway to go into Executive Session with Mr. James F. Cook, Jr., to <br />discuss a personnel matter failed with Commissioners Milloway and Barnhardt <br />voting for and Commissioners Nash and Payne and Chairman Lentz voting <br />against. <br /> Commissioner Barnhardt reported on events of an Executive Session <br />of the Cabarrus County Social Services Board. He stated that during the <br />selection process for the new Social Services Director Mr. Troy R. Cook <br />had gQne into the office of Mr. Charles Savage, employee of the Department <br />of Social Services, and "cussed him." Commissioner Barnhardt further stated <br />Mr. Savage went before the Social Services Board during an Executive Session <br />at which time he told Mr. Cook that he "had better not come back in his <br />office and cuss him again." In conclusion, Commissioner Barnhardt stated <br />that Mr. Cook had not denied the charge and because of this incident should <br />not be reappointed to the Social Services Board. <br /> Commissioner Milloway stated that board members who "cuss out employees" <br />are not needed and complained that the boards and committees in the county <br />are "stacked to bring about a certain result." In addition, Commissioner <br />Milloway alleged that "inept" persons and people with "rings in their <br />noses" are appointed to boards and committees. <br /> Voting for the nominees for appointment to the Social Services Board <br />was as follows. <br /> <br />Voting for Mr. Troy R. Cook - Commissioners Payne and Nash and <br /> Chairman Lentz <br />Voting for Mrs. C. S. Austin - Commissioners Milloway and Barnhardt <br /> <br /> Mr. Troy R. Cook was reappointed to the Social Services Board for a <br />three-year term ending June 30, 1987. <br /> Chairman Lentz stated that this was the day and hour scheduled for a <br />public hearing for the naming of an unnamed road to Beacon Drive and asked <br />if anyone were present who wished to speak regarding the naming of the <br />road. No one was present to address the Board regarding the naming of <br />Beacon Drive. <br /> <br /> <br />
