58O <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the Board by resolution named the unnamed road <br />Beacon Drive. <br /> Mr. Thomas W. Dayvault, Chairman of the Cabarrus-Rowan Park Commission, <br />informed the Board that the National Park Service had approved a $100,000.00 <br />grant application for the North Kannapolis Community Park Project, which <br />was named "Bakers Creek Park" by the Cabarrus-Rowan Park Commission on <br />May 17, 1984. He reported that no additional appropriations were necessary <br />to provide the $50,000.00 matching local funds as Cabarrus County had <br />previously appropriated $48,750.00 towards the project while the Rowan <br />County Board of Commissioners had appropriated $20,000.00 for the project. <br />Mr. Dayvault asked the Board to accept the grant and to enter into the <br />agreement with the Department of Natural Resources and Community Development <br />in order for the Cabarrus-Rowan Park Commission to begin construction. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the acceptance of the $50,000.00 <br />from the National Pa~k Service for the Bakers Creek Park to be matched <br />by funds heretofore appropriated by Cabarrus County and Rowan County. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following Proclamation and <br />granted a permit to the Cabarrus County Parks and Recreation Department <br />for a pyrotechnics display on June 23, 1984, at Frank Liske Park under the <br />supervision of Mr. Harold Sifford of Zambelli Brothers Fireworks Company. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, individual and organized forms of recreation and the creative <br />use of free time have gained growing importance in the lives of all <br />Americans as they find more and more time freed for personal pursuits, <br />and <br /> <br /> WHEREAS, recreation encompasses myriad activities that result in <br />satisfaction and family unity; and <br /> <br /> WHEREAS, recreation is not confined to the young and those with <br />great physical prowess, but can be pursued by persons of all ages in <br />programs of arts and crafts, tourism, cultural endeavors and nature <br />studies; and <br /> <br /> WHEREAS, the "Life. Be in it." program and "Superday 84", unlike <br />others of their genre, promote a zestful approach to life in general <br />through the encouragement of a broad range of inexpensive recreational <br />activities that do not demand special instructions or special equipment; <br />and <br /> <br /> WHEREAS, the "Life.. Be In It." program and Superday 84", in their <br />most far-reaching benefits, can help combat the problems of Juvenile <br />delinquency, disabling old age and general depression by subtly high- <br />lighting new avenues of interest to every individual in the community; <br /> <br /> NOW, THEREFORE, the Cabarrus County Board of Commissioners do hereby <br />proclaim the day of June 23, 1984, as: <br /> <br />"SUPERDAY 84" <br /> <br />in Cabarrus County and urge all citizens to relish the wonders of nature <br />around them. <br /> <br /> Chairman Lentz announced that Mrs. Sue Casper, Chairman of the <br />Keep Cabarrus Beautiful Committee, had requested a joint meeting for <br />the State Clean Community Coordinator with the Board of Commissioners <br />and officials from the City of Concord, the Town of Mt. Pleasant, and <br />the Town of Harrisburg. This meeting will be scheduled at a date after <br />July 11, 1984. <br /> Mr. John R. Boger, Jr., County Attorney, reported he had met with <br />the Tax Supervisor and representatives of Young Stone Company concerning <br />several tax matters of that company. The major dispute involved the tax <br />listing for 1979 which Young Stone Company maintains was mailed to the <br />Tax Office. According to Mr. Boger, the Tax Supervisor's Office had no <br /> <br /> <br />
