587 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />June 18, 1984, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Ernest Gardner of the Church of <br />God South in Concord, North Carolina. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the minutes of June 7 and June 11, 1984, were <br />approved as written. The minutes of June 4, 6, and 14, 1984, will be <br />presented for approval at the next regular meeting of the Board. <br /> Mr. James T. Lawler presented for the Board's consideration a resolution <br />concerning the establishment of a Cabarrus Technical Education Consortium. <br />In reviewing the proposed resolution and past controversy between Rowan <br />Technical College and Stanly Technical College, Mr. Lawler outlined such <br />advantages of a consortium as local identity and control of technical <br />education, elimination of duplication of educational services, and the <br />use of existing buildings in the county. Mr. Lawler further stated that <br />local funding for technical education would no longer be required under <br />a consortium as Stanly Technical College in accordance with G.S. 115D-2 and <br />G.S. 115D-32, if amended, would be eligible to receive approximately <br />$200,000.00 from the State to be applied to educational services in Cabarrus <br />County. In addition, Mr. Lawler noted that Rowan Technical College should <br />remain the primary provider of technical education in Cabarrus County but <br />emphasized it should not be the exclusive provider. Presenting petitions <br />in support of a Cabarrus Technical Education Consortium, Mr. Lawler urged <br />the Board to adopt the proposed resolution immediately in order that the <br />consortium could be in operation by the fall quarter of 1984. The following <br />resolution presented by Mr. Lawler was amended after discussion to include <br />the Chairman of the Kannapolis Board of Education and the Superintendent <br />of Kannapolis City Schools as members of the steering committee. <br /> <br /> RESOLUTION FOR CONSORTIUM <br /> By <br />Citizens for Cabarrus Technical Education Consortium <br /> <br />WHEREAS <br /> <br />Rowan Technical College has for more than twenty (20) years <br />and Stanly Technical College has for more than twelve (12) <br />years served the citizens of Cabarr~s County by providing <br />educational and training opportunities for industry, government, <br />private and volunteer agencies, as well as other public and <br />private groups, and <br /> <br />WHEREAS <br /> <br />These Colleges in partnership can provide a comprehensive <br />program of educational services to include training in the <br />areas of occupational development, law enforcement, fire <br />service, agricultural education, insurance seminars, cosmetology <br />and industry, as well as career counseling, adult literacy <br />education and specialized programs for self-contained groups, <br />and <br /> <br />WHEREAS <br /> <br />The Boards of Trustees, the presidents and the faculties of <br />both Colleges have a sincere and genuine commitment to <br />the continuance and expansion of this comprehensive program <br />of services to Cabarrus County citizens, and <br /> <br />WHEREAS <br /> <br />Both Rowan and Stanly Technical Colleges have distinguished <br />citizens from Cabarrus County serving on Advisory Committees <br />and they are concerned about the educational needs of Cabarrus <br />County, the financial and educational benefits accruing to <br />Cabarrus County thus providing a rationale for this partnership, <br />and <br /> <br />WHEREAS <br /> <br />Robert W. Scott, President of the North Carolina Department of <br />Community Colleges, has recently recognized Rowan Technical <br />College as the primary provider of educational services in <br />Cabarrus County, which under a consortium it shall remain, <br />and <br /> <br /> <br />
