Scott has also recognized Stanly Technical College as <br />an official provider of educational services in Cabarrus County, <br />and <br /> <br />WHEREAS <br /> <br />The citizens for CTEC strongly recommend inclusion of both <br />Colleges in any future plans to develop a campus in Cabarrus <br />County, and <br /> <br />WHEREAS <br /> <br />Both Colleges have the capacity to generate a State Formula <br />Allotment of monies sufficient to expand and measurably affect <br />the diversity, quality and dimension of technical education for <br />the citizens of Cabarrus County, and <br /> <br />WHEREAS <br /> <br />The Consortium arrangement between Rowan and Stanly Technical <br />Colleges or other Colleges would avoid duplication of programs, <br />and create efficient use of the tax dollar, and <br /> <br />WHEREAS <br /> <br />Under a Consortium agreement, Rowan Tech and Stanly Tech have <br />.the capacity to generate a local and state operating budget <br />for such an educational arrangement for delivery of educational <br />services, through legislative action allowing special State funds <br />for a College serving three or more counties, and <br /> <br />WHEREAS <br /> <br />The Consortium is a cost efficient system for delivery of <br />educational services in Cabarrus County calling for a minimum <br />or zero investment by Cabarrus County taxpayers, versus a <br />maximum investment by Cabarrus taxpayers to build a satellite <br />campus for Rowan Technical College to be operated by Rowan <br />Tech, and <br /> <br />WHEREAS <br /> <br />The Consortium concept will allow a diversified program of <br />services, recognizing that each campus offers unique educational <br />programs, therefore offering a more comprehensive program to the <br />citizens of Cabarrus County, and <br /> <br />WHEREAS <br /> <br />Most importantly, the Consortium would achieve harmony, cooperation <br />and joint planning between all Colleges serving Cabarrus County, <br />utilizing the expertise of all employees to plan a qualitative <br />program of services for all Cabarrus citizens, and <br /> <br />WHEREAS <br /> <br />The Consortium would provide local identity for Cabarrus tax- <br />payers and allow input in decision making for local education, <br />and <br /> <br />THEREFORE Be it resolved that the Cabarrus County Board of Commissioners <br /> recognize Rowan and Stanly Technical Colleges for productive <br /> service to Cabarrus County citizens and include both Colleges <br /> as planning and participating partners in developing immediate <br /> and long range (post secondary, higher education) educational <br /> plans for the citizens of Cabarrus County. In developing <br /> these plans, we recommend that a steering committee be appointed <br /> to establish a ConSortium. We further recommend that the <br /> following positions be represented on this planning committee <br /> and report to the Cabarrus Commissioners. <br /> <br />Chairman, Cabarrus County Commissioners <br />Chairman, Cabarrus County Education Board <br />Chairman, Rowan Technical College/Cabarrus Committee <br />Chairman, Stanly Technical College/Cabarrus Committee <br />President, Rowan Technical College <br />President, Stanly Technical College <br />Superintendent, Cabarrus County Schools <br />Former Superintendent, Concord City Schools <br /> <br /> Other persons speaking in support of a Cabarrus Technical Education <br />Consortium were Messrs. Tom Joyner, Scott Barbee, Jim Allison, and Charles <br />Triece. <br /> Chairman Lentz reported that officials representing Rowan Technical <br />College had requested to make a presentation to the Board at the regular <br />meeting on July 16, 1984. <br /> <br /> <br />
