589 <br /> <br /> The following motion by Commissioner Barnhardt failed for lack of <br />second. <br /> <br />To endorse the resolution presented by Mr. James T. Lawler on <br />the condition that G.S. 115D-2 and G.S. 115D-32 in regards to the <br />establishment and funding of regional institutions be amended to <br />change the date of assignment of counties to the institutions from <br />July 1, 1973, to the present time to cover the formation of the <br />proposed Cabarrus Technical Education Consortium. <br /> <br /> Commissioner Milloway stated that she and Commissioner Nash should not <br />vote regarding the proposed consortium as she was an employee of Rowan <br />Technical College and Commissioner Nash was a member of the Cabarrus <br />Advisory Committee of Rowan Technical College. After discussion, it <br />was agreed that both Commissioners Milloway and Nash would vote in the <br />matter under consideration. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Chairman Lentz and Commissioners Milloway, Nash, and Payne voting for and <br />Commissioner Barnhardt voting against, the Board agreed to call a meeting <br />of the Board for Thursday evening, June 21, and invite the Rowan Technical <br />College representatives to present their proposals to the Board at that <br />time with a decision to be made by the Board no later than the first meeting <br />in July. Chairman Lentz was also to contact Mr. Robert W. Scott, President <br />of the North Carolina Department of Community Colleges, regarding the <br />consortium proposal and other possibilities for the county. <br /> Mr. Branson Jones, ex officio member of the Cabarrus County Library <br />Branch Study Task Force, presented the official report and recommendations <br />of the Task Force. <br /> Dr. Hector Henry, member of the Concord City Council, and Mr. Daniel <br />S. MacNeill, Director of the Charles A. Cannon Memorial Library, addressed <br />the Board regarding a branch library system for Cabarrus County and its <br />effect on the operation of the Charles A. Cannon Memorial Library. <br /> Mr. Arnold C. Savrann, AIA, presented preliminary designs for the <br />construction of a branch library in Kannapolis on a site near the new <br />Senior Citizens Center. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board approved the concept of the establishment <br />of a Board of Library Trustees and the recommendations of the Library Branch <br />Study Task Force as follows. <br /> <br />REPORT OF CABARRUS COUNTY LIBRARY BRANCH <br /> STUDY TASK FORCE <br /> <br />June, 1984 <br /> <br /> The task force appointed by the Cabarrus County Commissioners has <br />studied the need of the county for a branch library system and makes <br />the following recommendations: <br /> <br />1. That Cabarrus County establish a Board of Library Trustees as contem- <br />plated by N.C.G.S. 153A-266 composed of seven members, and confer on <br />such trustees the power and duty to: <br /> <br /> A. Negotiate (in cooperation with the County Manager) and recommend <br />to the County Commissioners for approval a contract with the City of Concord <br />providing for the City of Concord to administer a county-wide library <br />system. <br /> <br /> B. Review the budget prepared by the director of the library system <br />and recommend, on an annual basis, the budget for the county-wide library <br />system. <br /> <br /> C. Recommend to the county manager, after consultation with the <br />head librarian of the Charles A. Cannon Memorial Library, the hiring and <br />compensation of branch library personnel. <br /> <br /> D. Monitor library needs in Cabarrus County and make appropriate <br />plans to provide library service for present and future needs. <br /> <br /> <br />
