Negotiate and recommend to the County Manager and the County <br />Commissioners the terms and conditions of any locality supplements to <br />basic county library service. <br /> <br /> F. Participate in the supervision of the construction of future <br />branch libraries and make recommendations to the County Commissioners <br />concerning the construction and improvement of buildings and other <br />assets for the library system. <br /> <br /> G. Extend the privileges and use of the library system to nonresidents <br />of the county on any terms or conditions the board may prescribe, in con- <br />sultation with the head librarian of the Charles A. Cannon Memorial <br />Library. <br /> <br />H. Otherwise advise the County Commissioners on library matters. <br /> <br /> The Board of Trustees shall make an annual report on the operations <br />of the library to the County Commissioners and provide for the annual <br />report to the Department of Cultural Resources required by G.S. 125-5. <br /> <br />2. That Cabarrus County designate the Charles A. Cannon Memorial Library <br />in the City of Concord as the main office of a county library system and <br />designate all other county-supported libraries as branches of that library. <br /> <br />3. That the first branch library be built in Kannapolis, on a site near <br />the new Senior Citizens' Center, and that the County appropriate funds <br />for the 1984-85 fiscal year and the 1985-86 fiscal year to build and equip <br />that library. (See Annex I and Annex V). <br /> <br />4. That the basic terms of an administrative contract with the City of <br />Concord include the provisions on Annex II. See Annex IV for proposed <br />operating figures. <br /> <br />ANNEX I <br /> <br />Library Site - Recommendations <br /> <br />1. Site Near the Senior Citizens Center <br /> <br /> Factors favoring selection of this site include its accessibility <br />from present roads and the improved access which will result with <br />construction of the new "loop road" in Kannapolis. The site will have <br />ample parking (50-60 places) and will be near other cultural/recreational <br />facilities so that it should be a traffic area for citizens and have good <br />pedestrian access. Addition of the library to this site would increase <br />its attractiveness to all residents. <br /> <br /> Major disadvantages of this site are that it may be perceived by <br />some county residents as remote from them, due to its location on the <br />edge of Kannapolis and may be perceived as uncomfortably close to Rowan <br />County. The task force believes that perceptions of the site as remote will <br />diminish with the continued development of the park area around the new <br />YMCA and the construction of the YMCA, which is increasing its outreach <br />to portions of the county other than Kannapolis. Finally, with the <br />construction of the new loop road the site should have easy access to <br />county residents. The task force believes that proximity to Rowan County <br />can be turned into an advantage rather than a detriment provided that a <br />significant user fee is charged non-residents of the county. If a fee <br />such as the present $10 fee to use the Cannon Memorial Library in <br />Kannapolis is charged, it is anticipated this branch could generate <br />over $3,000 in revenue for the county from extending privileges to Rowan <br />County residents. <br /> <br /> Finally, the task force believes that the "border" area along the <br />Cabarrus/Rowan line already suffers unduly because each county hesitates <br />to provide services which may be used by residents of the other county. <br />Recent tensions over the Baker's Creek Park are indicative of this. In <br />the case of the library, in which non-residents of the county can be <br />made to pay for the privilege, this concern should not be significant. <br /> <br /> <br />
