593 <br /> <br /> 1. The YMCA will keep its present library facility open on all days <br />except Sundays and legal holidays and will not change its hours of <br />operation or levels of service without the consent of the Cabarrus County <br />Manager. <br /> <br /> 2. The YMCA library facilities will be available to any resident of <br />Cabarrus County without regard to YMCA membership. Non-residents of <br />Cabarrus County will be charged a fee of $1 per year to use the library <br />unless they hold a valid library card from the Charles A. Cannon Memorial <br />Library in Concord. <br /> <br /> 3. At the time Cabarrus County establishes a branch library in <br />Kannapolis, the YMCA will donate its library assets to such branch, <br />including books, card catalogues, and furniture needed for such branch. <br />If the YMCA closes its library after June 30, 1985 and before a branch <br />is built, these library assets will be donated to the County. Removal, <br />storage if needed, and cataloguing of such library assets will be at <br />the County's expense. <br /> <br /> 4. The YMCA library will continue to provide voter registration <br />service. <br /> <br /> 5. Library personnel will remain YMCA employees and will not be, <br />by reason of this contract, county employees. <br /> <br /> 6. Cabarrus County will pay the YMCA $4000.00 per month for services <br />under this agreement, payable on the 30th day of each month (or the next <br />business day) beginning July 30, 1984. <br /> <br /> 7. Any revenues of the YMCA library for user fees received under <br />paragraph 2 will be credited against amounts due from the County or <br />turned over to the Countyl Any amounts collected as fines or replacement <br />costs for lost books will be used either to repair or replace library <br />assets or turned over the County. <br /> <br /> Please sign below to confirm your agreement to the terms of this <br /> letter. <br /> <br />Sincerely, <br /> <br />County Manager <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board moved that Mr. Arnold C. Savrann be <br />employed as the architect for the Kannapolis Library project. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board authorized the architect, Mr. Arnold <br />C. Savrann, to proceed with plans for the Kannapolis Library. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board granted permission for a fireworks display <br />at 9:30 P.M. on Tuesday, July 3, 1984, at the Carolina ~11 under the <br />supervision of Mr. Gary Partlow of Southern International Fireworks and <br />subject to the submission of the proper insurance certificate to the <br />County Manager. The rain date was scheduled for July 5, 1984. <br /> Mayor W. Ralph Austin of the Town of Mt. Pleasant reviewed the water <br />projects which had been completed by the Town and outlined the planned <br />construction of Black Run Dam at a cost of $1,208,000.00.
