15 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 6, 1984, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Bill Haire of Memorial United <br />Methodist Church in Kannapolis, North Carolina. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of July 16 and 19, 1984, were approved <br />as written. <br /> The Board received the following recommendations from the Library <br />Branch Study Task Force for appointment to represent various areas of the <br />county on the Cabarrus County Library Board of Trustees as requested by <br />the Board of Commissioners at its meeting on July 16, 1984. <br /> <br />Kannapolis - Mr. Earl J. Willie and Ms. Marcelle Jones <br />Concord - Mr. Edward K. Prewitt, Jr., and Mr. Steve Grossman <br />Harrisburg - Mr. James R. Flowers, Jr. <br />Midland area - Mr. Stuart J. Black or Mr. James F. Lovett <br />Mt. Pleasant - Mr. Eugene Wheeler or Ms. Rita Lambert <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />with Commissioners Payne, Barnhardt, and Nash and Chairman Lentz voting for <br />and Commissioner Milloway voting against, the Board agreed to appoint <br />seven (7) members to the Library Board of Trustees with representation from <br />areas of the county as follows. <br /> <br />Kannapolis - 2 members <br />Concord - 2 members <br />Harrisburg - 1 member <br />Midland area - 1 member <br />Mt. Pleasant - 1 member <br /> <br /> Commissioner Nash nominated Mr. Stuart J. Black and Commissioner <br />Milloway nominated Mr. James F. Lovett for appointment to the Library Board <br />of Trustees as the Midland area representative. Voting was as <br />follows. <br /> <br />Voting for Mr. Lovett - Commissioners Milloway and Barnhardt <br />Voting for Mr. Black - Commissioners Nash and Payne and Chairman <br /> Lentz <br /> <br /> Commissioner Barnhardt nominated Mr. James R. Flowers, Jr., as the <br />representative from Harrisburg on the Library Board of Trustees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by acclamation approved the appointment <br />of Mr. James R. Flowers, Jr., as the Harrisburg representative on the Library <br />Board of Trustees. <br /> Commissioner Barnhardt nominated Mr. Fred Riley and Commissioner Nash <br />nominated Mr. Eugene Wheeler as the Mt. Pleasant representative on the <br />Library Board of Trustees. Mr. Wheeler was appointed to the Library Board <br />of Trustees by an affirmative vote of Commissioners Nash, Payne, and <br />Milloway, and Chairman Lentz. <br /> Nominations received for the appointment of the two representatives <br />from Kannapolis were as follows. <br /> <br />Mr. Earl J. Willie - Nominated by Commissioner Nash <br />Ms. Margaret Stevens - Nominated by Commissioner Milloway <br />Mr. Gene Holbrooks - Nominated by Commissioner Barnhardt <br /> <br /> Ms. Stevens and Mr. Willie were appointed to the Library Board of <br />Trustees by the following vote. <br /> <br />Voting for Mr. Holbrooks - Commissioner Barnhardt <br />Voting for Ms. Stevens - Commissioners Milloway, Nash, Payne, and <br /> Barnhardt and Chairman Lentz <br />Voting for Mr. Willie - Commissioners Nash, Milloway, and Payne <br /> and Chairman Lentz <br /> <br /> <br />
