<br />or a portion of the cost of an industrial project and intends to submit
<br />to the Secretary of the Department of Commerce an application for approval
<br />of the project if the issuance of the revenue bonds and the nature and
<br />location of the project are approved by the Board of County Commissioners
<br />of the County of Cabarrus, North Carolina.
<br />
<br /> The project consists of the expansion of the 'Company's production,
<br />warehousing and administrative facilities, including the purchase and
<br />installation of equipment and the construction of additional warehouse and
<br />office space on real property leased by the Company at 300 U.S. Highway 29
<br />South, Cabarrus County, all for the purpose of the production and distribution
<br />of coffee and tea, the distribution of soft drink syrups and products related
<br />thereto (the "Project"). The initial operator of the Project will be S&D
<br />Coffee, Inc., a North Carolina corporation (the "Company"). The Project
<br />will create approximately 33 new jobs. The Authority entered into a
<br />Memorandum of Agreement with the Company dated April 10, 1984, committing
<br />the Authority, upon the satisfaction of the terms contained in such agreement,
<br />to issue its revenue bonds on behalf of the Project.

<br /> The approximate cost of the Project is $2,200,000 and the maximum
<br />aggregate principal amount of bonds proposed to be issued by the Authority
<br />is $2,200,000.
<br />
<br /> Please take notice that the Board of County Commissioners of the County
<br />of Cabarrus will hold a public hearing at the Cabarrus County Courthouse,
<br />Concord, North Carolina on August 20, 1984, at 7:00 o'clock p.m., at which
<br />any person may be heard regarding the proposed issuance of such revenue
<br />bonds and the nature and location of the Project. Following the hearing
<br />the Board of County Commissioners intends to consider and take action on
<br />proposals to approve the issuance of such revenue bonds and to approve the
<br />Project in principle.

<br /> Any person wishing to comment in writing on the proposed revenue bonds,
<br />the Project and the submission of the application in connection therewith
<br />should do so, within fourteen (14) days after the date of publication of
<br />this notice, to the Authority, c/o Mr. Leonard H. Barlow, The Cabarrus County
<br />Industrial Facilities and Pollution Control Financing Authority, P. O. Box 707,
<br />Concord, North Carolina 28025, to the Board of County Commissioners at

<br /> Mr. Boger announced that S & D Coffee, Inc. (the "Company"), a
<br />Cabarrus County company that has entered into a Memorandum of Agreement
<br />with the Cabarrus County Industrial Facilities and Pollution Control
<br />Financing Authority (the "Authority") respecting a proposed expansion of the
<br />Company's existing facility, had requested that the law firm of Fleming,
<br />Robinson, Bradshaw & Hinson, P.A., Charlotte, North Carolina, be approved
<br />to act as bond counsel in connection with the Company's proposed project.
<br />Copies of a letter from Fleming, Robinson, Bradshaw & Hinson, P.A. to the
<br />Authority, in which such firm described its experience and qualifications to
<br />act as bond counsel, were distributed to each Commissioner. Following a
<br />discussion of the Company's request, Commissioner Milloway introduced the
<br />following resolution, copies of which were distributed to each Commissioner
<br />and the title which was read:
