41 <br /> <br /> Mr. Thomas B. Robinson, Planning Director, reviewed the status of the <br />mass transportation study and presented for the Board's information copies <br />of the final draft report of the Public Transportation Feasibility Study <br />for the Kanlacon Urban Area prepared by Carter-Goble Associates, Inc. Mr. <br />Robinson reported that the Transit Study Committee for the Kanlacon area <br />had requested the consultants to concentrate final study on the service <br />options of coordination/consolidation of specialized service and ridesharing. <br />During review of the transportation project, the Board discussed the need <br />for the increased provision of services for persons attending the Senior <br />Center in Kannapolis and the need for improved parking facilities for <br />those persons participating in ridesharing. In conclusion, Mr. Robinson <br />introduced Mr. Michael Byrd as the new Transportation Planner. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board approved the addition of <br />the following streets to the state road system. <br /> <br />Regent Drive (987 feet) <br />Guildbrook Road (2,449 feet) <br />Sandburg Drive (1,485 feet) <br />Hoke Street (598 feet) <br />Hoke Street Extension (480 feet) <br />Riding Trail Lane (2,655 feet) <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION OF INTENT AND ORDER <br />SETTING A PUBLIC HEARING FOR THE PURPOSE OF <br /> PARTICIPATION PAVING <br /> <br /> The Board of Commissioners, having decided to finance a portion <br />of the property owners' share in the Participation Paving Program, does <br />hereby adopt the following resolution: <br /> 1. The County intends to assess a certain portion of the <br />owners of SR # 1876 Sheridan Drive to pay a portion of the property owners' <br />cost in connection with State paving of said road. <br /> 2. The project is the paving of approximately 1762 Linear Feet. <br /> 3. The basis for making the assessments shall be front footage <br />pursuant to County policy heretofore adopted. <br /> 4. The cost of the work that is to be specially assessed is <br />$2.00 per front foot for not more than 25% of the footage. 5. No assessments shall be held in abeyance. <br /> 6. Assessments may be paid in full or in annual installments <br />over a five-year period pursuant to County policy heretofore adopted. <br /> 7. Stallings, resident of Central Heights Drive, presented <br />a petition requesting that the County provide water to that community. He <br />complained of bad water quality and poor water pressure from the community <br />water system serving that area. The petition signed by a majority of <br />residents in that community was as follows. <br /> <br />We, the residents of Central Heights Drive and of the adjoining <br />streets in the immediate area, hereby request to be included by <br />amendment in the Water and Sewer District of Cabarrus County. <br /> <br />We further request that our area be included in the current water <br />line district system to be extended from Highway 49. <br /> <br />Central Heights Drive adjoins Highway 49, where the county water <br />line presently exists, and Zion Church Road where the water line <br />is planned to be run in the near future. <br /> <br /> <br />
