2 <br /> <br /> Mr. Thomas B. Robinson, Planning Director, advised the Board that <br />it would be cost effective to run a water line through that area. However, <br />he explained that the community was not in the Water and Sewer District <br />of Cabarrus County and that there were no provisions in the General Statutes <br />under which the Water and Sewer District was established to allow for the <br />expansion, reduction, or dissolution of the district. He reported that <br />officials of the Institute of Government had recommended that the Board of <br />Commissioners ask the legislators to introduce a bill in the General <br />Assembly which would add the necessary provisions to the General Statutes. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board directed that a letter be written to <br />the local legislators and the North Carolina Association of County Commissioners <br />asking them to lobby for an amendment to the General Statutes that would <br />include provisions for annexing areas to a county water and sewer district <br />and for dissolving such a district. The Board requested Mr. John R. Boger, <br />Jr., County Attorney, to draw up the necessary amendments. <br /> Chairman Lentz thanked Mr. Stallings for his work in presenting the <br />request for water in the Central Heights Drive area and assured him that <br />the Board would consider this proposal. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br /> PROCLAMATION FOR <br />CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br /> <br /> Whereas, Emergency Medical Services personnel provide essential <br />lifesaving medical care to the citizens of Cabarrus County; and, <br /> <br /> Whereas, emergency medical technicians, cardiac technicians, para- <br />medics, fire fighters, rescue workers, emergency department physicians, <br />and nurses are involved in providing emergency care around the clock; and <br /> <br /> Whereas, Cabarrus County has been a part of the Region F Emergency <br />Medical Services Program through Centralina Council of Governments for <br />10 years; and, <br /> <br /> Whereas, recognition is due these individuals who serve on behalf <br />of Cabarrus County; <br /> <br />Therefore, I proclaim the week of September 16-22, 1984 <br /> <br />CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br /> <br />and commend this observance to our citizens. <br /> <br />/s/ James W. Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> Commissioner Nash commended Ms. Rebecca Yarbrough, Emergency Medical <br />Services (EMS) Program Administrator with the Centralina Council of <br />Governments, for her impressive work with the Council of Governments and <br />expressed appreciation for her work with the emergency services personnel <br />in Cabarrus County. <br /> Mr. Charles D. McGinnis, County Manager, advised the Board that the <br />week of September 9, 1984, had been designated as National Housekeeping Week. <br />He commended the personnel who maintain the County buildings for their <br />excellent work. <br /> Chairman Lentz and Commissioners Milloway and Nash stated that they <br />would be attending the Centralina Council of Governments meeting in <br />Charlotte on September 12, 1984. Representatives of the municipalities <br />in the county are to be invited to share the County's transportation to <br />the meeting. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following Recreation Depart- <br />ment budget amendment in the amount of $4,845.00 to fulfill a grant award <br />to the Southeast Cabarrus Athletic Association approved in the 1983-84 fiscal <br />year for the construction of a Little League Ballfield at Bethel Elementary <br />School. <br /> <br /> <br />
