52 <br /> <br /> Mr. Thomas B. Robinson, Planning Director, reviewed the proposed <br />Ten-Year Growth Transition Overlay District. He stated that smaller lot <br />sizes in this proposed district would make the lots more affordable and <br />would allow the property owners to tie on to the public water and sewer <br />when available. Mr. Robinson further stated that the boundaries of the <br />district had been drawn to include those areas in which sewer could <br />feasibly be provided within the next ten years. <br /> Mr. Manuel Kiser objected to the proposed Ten-Year Growth Area, stating <br />it was too small an area and did not allow reduced lot sizes throughout the <br />county. He requested that the proposed boundaries be changed to include <br />an area on Cold Springs Road South. <br /> Commissioner Payne asked that the proposed western boundary be expanded <br />along Highway 73 West to the Mecklenburg County line. <br /> There being no one else to speak regarding the proposed Ten-Year Growth <br />Area, the public hearing was closed. <br /> Mr. John R. Boger, Jr., County Attorney, stated that if the boundaries <br />on the proposed Ten-Year Growth Area were changed it would be advisable <br />for the proposal to be sent back to the Planning Board and readvertised <br />before consideration by the Board of Commissioners at a later meeting. <br />He also noted that the proposed Ten-Year Growth Area could be adopted as <br />presented and amended at a later date to include the additional areas. <br /> The motion by Commissioner Payne and seconded by Chairman Lentz to <br />adopt the Ten-Year Growth Area as presented failed with Commissioner Payne <br />and Chairman Lentz voting for and Commissioners Barnhardt, Milloway, and <br />Nash voting against. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board moved that the boundaries of the proposed <br />Ten-Year Growth Area be changed from the map that had been submitted to the <br />Board and public as follows. <br /> <br />That the proposed Ten-Year Growth Area be expanded on the western <br />side by extending the line westerly along Highway 73 West to the <br />Mecklenburg/Cabarrus County line and southerly along the Mecklenburg/ <br />Cabarrus County line to the point where it reaches the extraterritorial <br />zoning limits of the Town of Harrisburg. <br /> <br />That the proposed Ten-Year Growth area be expanded on the eastern <br />side starting at Highway 73 East and Cold Springs Road and run <br />easterly to Walker Road. Thence follow a southerly direction to <br />Cold Springs Road South. Then follow southerly Cold Springs Road <br />South to the intersection of Cold Springs Road South and Highway 601. <br /> <br /> The Board referred the amended Ten-Year Growth Area proposal back to <br />the Planning Board for review and directed that it be readvertised before <br />consideration by the Board of Commissioners at a later meeting. <br /> The motion by Commissioner Payne and seconded by Chairman Lentz to <br />adopt the Lot Reduction Amendment and the Ten-Year Growth Area as advertised <br />failed with Commissioner Payne and Chairman Lentz voting for and Commissioners <br />Barnhardt, Milloway, and Nash voting against. <br /> There being no further business to come before the Board, the meeting <br />was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
