63 <br /> <br /> The motion by Commissioner Nash and seconded by Commissioner Barnhardt <br />to direct the County Attorney when he meets with the County Fair Association <br />that it is the feeling of the present Board that there must be some sort of <br />negotiations made before any further use of the eight acres by the Fair <br />Association was withdrawn after discussion. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board deferred the request by the Cabarrus <br />County Farmers Market, Inc., as regards the use of the eight acres of <br />County-owned land until the Board receives a report from the County <br />Attorney's meeting with the Fair Association people. <br /> Mr. Thomas B. Robinson, Planning Director, reported that at the end <br />of the 60 day sign-up period for reduced tap-on fees for persons in the <br />Water District there was a 54 percent response rate. He stated that <br />in setting up the County's water rate structure and water system budget, <br />the Farmers Home Administration had figured that the County would have an <br />80 percent response rate. Mr. Robinson recommended the extension of the <br />sign-up period in an effort to obtain the necessary number of customers <br />to have a self sufficient water system. He also suggested that the Board <br />examine the adopted sign-up fees and possibly establish an assessment or <br />privilege fee similar to that charged by the Board of Light and Water <br />for the City of Concord. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash <br />and unanimously carried, the Board extended the sign-up period in the <br />planned water service areas for a period of 60 days from this date. <br /> The Board requested that Chairman Lentz and Commissioner Barnhardt <br />meet with the appropriate officials to evaluate the need to change the <br />rate schedule for hook ups after the extended sign-up period. <br /> Mr. Jon R. Finger, developer in the southwest area of Kannapolis, <br />recommended that more information regarding water charges be made available <br />to those residents in the planned water service areas. <br /> Ms. Rebecca Yarbrough, Emergency Medical Services Program Administrator <br />with the Centralina Council of Governments, reported on upcoming activities <br />of the Council of Governments. <br /> Mr. Charles D. McGinnis, County Manager, reported that he had visited <br />the new waste-to-energy facility in New Hanover County that combines <br />incineration, waste heat recovery and cogeneration. He stated that localities <br />with landfills estimated to be used up in five years were advised to begin <br />planning for the future as it would require a minimum of five years for <br />a facility such as the one in New Hanover County. Mr. McGinnis noted that <br />the Cabarrus County Landfill currently has a life 'expectancy of eight <br />years. <br /> Commissioner Barnhardt reported that Mr. Marvin Shue had complained of <br />junked cars in the Centerview section of Kannapolis and asked that the <br />County take appropriate action for the removal of these cars as provided <br />for in the Cabarrus County Zoning Ordinance. <br /> Commissioner Payne reported that at the request of Commissioner Barnhardt <br />during 1984-85 budget sessions Mr. William F. Pilkington, Health Director, <br />had investigated the cost of contracting the operation of the County Landfill. <br />He reported that of the two bids received the lowest bid was $140,000.00 <br />a year more than the County was spending and that the contractor had stated <br />he could not do the work with the amount of equipment presently being <br />used by the County. Commissioner Barnhardt replied that he had checked with <br />one of the persons involved and informed him there was no need for him to <br />have a spare compactor at the landfill at all times as one could be brought <br />in from another site if needed. He stated that the contractor had agreed <br />and stated that the quoted price could be brought down. <br /> There being no further business to come before the Board, the meeting <br />was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
