89 <br /> <br />(3) <br /> <br />Petition 84-03. Page 10, Section 3.2-4. Insert Antique/Craft Shops <br />in the Schedule of Use Regulations as a permitted use in ARR, C-i, <br />C-2, C-3 and C-4 zoning districts. Planning Board approved this <br />request pending a satisfactory definition of Craft Shop. <br /> <br /> Mr. Allen W. McDonald spoke in support of the text amendment, stating <br />he wished to operate a Craft Shop in an ARR zone. <br />There was no one present to speak against the proposed amendment. <br />UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition 84-03 to insert <br />Antique/Craft Shops in the Schedule of Use Regulations as a permitted use <br />in ARR, C-i, C-2, C-3 and C-4 zoning districts. <br /> <br />(4) <br /> <br />Petition 84-04. Amend page 121 to include: <br /> Craft Shops - a shop specializing in the sale of handmade or <br />unique items made on or off premises, including those accessory <br />items that may be necessary for preparation or assembly of those <br />items. The total building space developed for crafts shall not <br />exceed two thousand (2,000) square feet gross, and shall be of <br />a similar design to that of surrounding residential dwellings. <br />This definition was approved by the Planning Board. <br /> <br /> There was no one present to speak either for or against the text <br />amendment. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted Petition 84-04 defining Craft <br />Shops as recommended by the Planning Board and stated above. <br /> <br />(5) <br /> <br />Petition 84-05. Amend page 122 to include: <br /> Extraction of Earth Products - the principal use of property <br />involving the removal and non-chemical processing of natural <br />deposits of mineral ores, soils or other solids, liquids or <br />gaseous matter from their original location, by means of <br />mining or quarrying for profit or commercial usage. Siltation <br />of streams and erosion to soils in excess of one (1) acre are <br />subject to permit approval by NRCD in Mooresville. This definition <br />was approved by the Planning Board. <br /> <br /> Mr. Troy R. Cook expressed concern that the proposed definition would <br />adversely affect farmers in the county. <br /> Mr. Allan Miles spoke against the proposed definition, stating it <br />would affect contractors in grading work sites in the county. <br /> Ms. Tere Wood, President of the Midland Community Association, spoke <br />in support of the proposed definition for the extraction of earth products. <br /> Mr. Wesley Grant, Attorney representing Martin Marietta Aggregrates, <br />asked that the definition be referred back to the Planning Board for <br />more review. He stated the proposed definition would raise numerous "what if" <br />problems. <br /> Mr. Phillip G. Carroll, Attorney, stated he was opposed to any law <br />or definition that would require interpretation by an administrator. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the Board referred the proposed definition for <br />the extraction of earth products back to the Planning Board for <br />reconsideration and reinterpretation. The definition is to be considered <br />by the Board of Commissioners at the zoning meeting in January, 1985. <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />introduced the proposed Lot Size Reduction Amendment which had been pre- <br />sented to the Board of Commissioners for consideration on September 6, 1984. <br />At that time the Board of Commissioners had recommended that the Ten-Year <br />Growth Area included as a part of the Lot Size Reduction Amendment be <br />expanded to included two additional areas of the county. Mr. Rankin <br />stated that the Planning Board had made the changes proposed by the Board <br />of Commissioners and was again recommending the adoption of the Lot Size <br />Reduction text amendment. <br /> Ms. Betty Loftis and Ms. Tere Wood expressed concern that the Midland <br />area was not included in the proposed Ten-Year Growth Area. Ms. Loftis <br />stated in her opinion the Ten-Year Growth Plan should include the entire <br />county. <br /> <br /> <br />
