138 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, December 17, 1984, at 7:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright The invocation was given by Reverend John A. Coad of the Concord Associate Reformed Presbyterian Church. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the minutes of December 3, 1984, were approved as written. Mr. Branson C. Jones, Executive Vice President of Cannon Mills Company, on behalf of Cannon Mills Company presented to Cabarrus County a fee simple deed to 1.906 acres of property for the construction of the Cabarrus County Library - Kannapolis Branch. This property donated by Cannon Mills Company and located in Township 4 is bounded by Pine Circle, Mountain Street, and a line parallel to Goldston Street. Mr. Branson C. Jones, Chairman of the Cabarrus County Library Board of Trustees, reviewed the plans and specifications for the Cabarrus County Library - Kannapolis Branch as prepared by Murray Associates Architects, P.C. He recommended that the County begin the process of advertising for bids immediately with a bid opening scheduled for 2:00 P.M. on Tuesday, January 29, 1985. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the Board approved the specifications for the Cabarrus County Library - Kannapolis Branch as presented by Mr. Branson C. Jones and authorized the advertisement for bids for the project. UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and unanimously carried, the Board moved to contact Mr. Fletcher L. Hartsell, Jr., to see if he will accept the appointment of County Attorney. The Board reviewed the recommendation for the appointment of Mmes. Toni Troutman and Donna Davidson to the Cabarrus County Parks and Recreation Advisory Commission as submitted to the Board on December 3, 1984, by the Executive Committee of the Advisory Commission. It was noted that Mr. Kenneth Thompson, who had also been recommended for appointment, had withdrawn his name from consideration because of a change in his work schedule and that the Executive Committee was now recommending the appointment of Mr. Rickey W. Huneycutt to represent the A. T. Allen/ Wolf Meadow District. UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and unanimously carried, the Board appointed the following persons to the Cabarrus County Parks and Recreation Advisory Commission for a term of three years ending December 31, 1987. Mrs. Donna Davidson - Concord Mrs. Toni Troutman - Odell Mr. Rickey W. Huneycutt - A.T. Allen/Wolf Meadow The Board received no recommendations for appointment to the Senior Citizens Advisory Council to fill the vacancy created by the resignation of Mr. L. D. Coltrane, III. Chairman Lentz requested Commissioner Hamby, liaison to the Senior Citizens Advisory Council, to attend the next meeting of the Advisory Council to obtain recommendations for appointment to fill this vacancy. UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt and unanimously carried, the Board reappointed Mr. Harold E. Isenhour, Mr. Charles E. Irving, and Ms. Laura E. Childress to the Kannapolis Street Planning Board for a one-year term ending December 31, 1985. Commissioner Upright, member of the City Council of the City of Kannapolis, introduced the following Resolution adopted by the City Council at a special meeting on December 11, 1984.
