138 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, <br />on Monday, December 17, 1984, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend John A. Coad of the Concord <br />Associate Reformed Presbyterian Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of December 3, 1984, were approved <br />as written. <br /> Mr. Branson C. Jones, Executive Vice President of Cannon Mills <br />Company, on behalf of Cannon Mills Company presented to Cabarrus County <br />a fee simple deed to 1.906 acres of property for the construction of the <br />Cabarrus County Library - Kannapolis Branch. This property donated by <br />Cannon Mills Company and located in Township 4 is bounded by Pine Circle, <br />Mountain Street, and a line parallel to Goldston Street. <br /> Mr. Branson C. Jones, Chairman of the Cabarrus County Library Board <br />of Trustees, reviewed the plans and specifications for the Cabarrus County <br />Library - Kannapolis Branch as prepared by Murray Associates Architects, <br />P.C. He recommended that the County begin the process of advertising for <br />bids immediately with a bid opening scheduled for 2:00 P.M. on Tuesday, <br />January 29, 1985. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the specifications for the <br />Cabarrus County Library - Kannapolis Branch as presented by Mr. Branson C. <br />Jones and authorized the advertisement for bids for the project. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby <br />and unanimously carried, the Board moved to contact Mr. Fletcher L. <br />Hartsell, Jr., to see if he will accept the appointment of County <br />Attorney. <br /> The Board reviewed the recommendation for the appointment of <br />Mmes. Toni Troutman and Donna Davidson to the Cabarrus County Parks and <br />Recreation Advisory Commission as submitted to the Board on December 3, <br />1984, by the Executive Committee of the Advisory Commission. It was noted <br />that Mr. Kenneth Thompson, who had also been recommended for appointment, <br />had withdrawn his name from consideration because of a change in his <br />work schedule and that the Executive Committee was now recommending the <br />appointment of Mr. Rickey W. Huneycutt to represent the A. T. Allen/ <br />Wolf Meadow District. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby <br />and unanimously carried, the Board appointed the following persons <br />to the Cabarrus County Parks and Recreation Advisory Commission for <br />a term of three years ending December 31, 1987. <br /> <br /> Mrs. Donna Davidson - Concord <br /> Mrs. Toni Troutman - Odell <br />Mr. Rickey W. Huneycutt - A.T. Allen/Wolf Meadow <br /> <br /> The Board received no recommendations for appointment to the Senior <br />Citizens Advisory Council to fill the vacancy created by the resignation of <br />Mr. L. D. Coltrane, III. Chairman Lentz requested Commissioner Hamby, <br />liaison to the Senior Citizens Advisory Council, to attend the next <br />meeting of the Advisory Council to obtain recommendations for appointment <br />to fill this vacancy. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board reappointed Mr. Harold E. <br />Isenhour, Mr. Charles E. Irving, and Ms. Laura E. Childress to the <br />Kannapolis Street Planning Board for a one-year term ending December 31, <br />1985. <br /> Commissioner Upright, member of the City Council of the City of <br />Kannapolis, introduced the following Resolution adopted by the City Council <br />at a special meeting on December 11, 1984. <br /> <br /> <br />
