<br /> Mr. Branson Jones, Chairman of the Library Board of Trustees,
<br />presented the recommendation from the Library Board of Trustees that
<br />contracts for the construction of the Kannapolis Branch Library be
<br />awarded to the low bidders--Cabarrus Construction Company, Ind-Com
<br />Electric Company, Kannapolis Service Company, and Comfort Contractors--
<br />at a total cost of $890,982.00.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby
<br />and unanimously carried, the Board awarded contracts for the construction
<br />of the Cabarrus County Library-Kannapolis Branch to the following low
<br />bidders.

<br /> Chairman Lentz reported that a request had been submitted to the
<br />Trustees of Charles A. Cannon Charitable Trusts No. One and No. Two
<br />on January 29, 1985, for a grant in the amount of $30,000.00 to provide
<br />for the purchase of library materials and equipment for the new Kannapolis
<br />Branch Library. The grant request had been submitted at that time to
<br />meet the deadline of February 1, 1985.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board endorsed the grant application to the
<br />Trustees of Charles A. Cannon Charitable Trusts No. One and No. Two for
<br />funding in the amount of $30,000.00 for the Cabarrus Library System as
<br />signed by Chairman Lentz on January 29, 1985. These grant funds for the
<br />specific purpose of purchasing library materials and equipment for the
<br />new Kannapolis Branch, Charles A. Cannon Memorial Library are to be
<br />spent as follows:

<br />Two-thirds of the amount, $20,000.0~ will be spent through
<br />the Library System's budget exclusively for books and other
<br />library materials. The money will be placed in a separate
<br />reserve account to be drawn upon when needed. The money will
<br />be used in addition to the funds appropriated to the Library
<br />System by the County in any fiscal year.
<br />
<br />The remaining amount, $10,000.00, will be spent through the
<br />library's budget exclusively for equipment such as microfilm
<br />reader/printers, film projectors, cassette recorders, record
<br />players, or any equipment which is necessary for the use of
<br />library materials. The money would also be placed in a separate
<br />reserve account to be drawn upon when needed. These funds
<br />would be used in addition to the funds appropriated to the
<br />Library System by the County in any fiscal year.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne
<br />and unanimously carried, the Board deleted Article I, Section 2(e) from
<br />the Cabarrus County Personnel Ordinance as requested by Mr. William F.
<br />Pilkington, Health Director, and Mr. James F. Cook, Jr., Social Services
<br />Director. The section to be deleted from the Ordinance is as follows.

<br /> (e) employees governed by the rules of the State Competitive
<br /> Service System, except that they will be subject to Article I,
<br /> Sections 1-4; Article III, Sections 3 (b), 9, 10, 11;
<br /> Article V, Sections 1-4; Article VI, Article IX; Article X;
<br /> and Article XI;
