<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />February 18, 1985, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Archie Y. Barnhardt
<br /> Marcelle M. Upright
<br /> The invocation was given by Mr. Bill Bonny.
<br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne
<br />and unanimously carried, the Board amended the minutes of February 4, 1985,
<br />to show that Mr. Claude E. Shealy's term of office on the Parkwood Sanitary
<br />District will expire on December 1, 1985, and approved the minutes of
<br />February 7, 1985, as written.
<br /> Ms. Derelle Kiser, Tax Collector, reviewed the proposed discontinuance
<br />of the collection of taxes in Kannapolis each Friday during the months of
<br />October, November, and December as discussed by the Board on February 4,
<br />1985. She cited inadequate security for the employee collecting the taxes
<br />and transporting the collections from Kannapolis to Concord, the expense of
<br />newspaper advertisements for this collection service, and the recommendation
<br />by the auditors that this practice be discontinued. Ms. Kiser stated
<br />approximately $50,000.00 to $75,000.00 was collected during the three-month
<br />collection period in Kannapolis.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />with Commissioners Payne, Barnhardt, Hamby, and Chairman Lentz voting for
<br />and Commissioner Upright voting against, the Board discontinued the practice
<br />of collecting taxes in Kannapolis and directed that Ms. Derelle Kiser, Tax
<br />Collector, not run any advertisements concerning the collection of taxes
<br />in Kannapolis unless notified by this Board to advertise and collect taxes
<br />in Kannapolis.
<br /> Bids received for a feasibility study for resource recovery in
<br />Cabarrus County were as follows.

<br /> Mr. William F. Pilkington, Health Director, reported that the
<br />Solid Waste Resource Recovery Committee had recommended that the low
<br />bidder, Camp Dresser & McKee, be selected to conduct the feasibility study
<br />at a cost of $14,800.00. He noted that the bid amount will cover the
<br />first two phases of the feasibility study and will include (1) a waste
<br />management system analysis, including present practice and cost, quantity
<br />and quality of the county's solid waste and (2) a market analysis
<br />for the potential sale of energy (steam, electricity, etc.) as well as
<br />recoverable material.
