170 <br /> <br />Commissioner Upright questioned the people who visited various locations <br />of resource recovery facilities and who paid the expense of those visitations. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />with Commissioners Hamby, Barnhardt, and Payne, and Chairman Lentz voting <br />for and Commissioner Upright voting against, the Board awarded the <br />contract for the feasibility study for resource recovery to the low bidder, <br />Camp Dresser & McKee, in the amount of $14,800.00 and appropriated $14,800.00 <br />from the tipping fee account to the Landfill budget to pay for the study <br />by Camp Dresser & McKee. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing regarding the naming of an unnamed road to Brusharbor Road and <br />asked if anyone were present who wished to speak for or against this road <br />name change. There was no one present to speak regarding this road <br />name, <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the naming of the unnamed <br />road to Brusharbor Road as petitioned by John I. Barrier, David K. and Anna <br />B. Barbee, Eleanor R. Simonis, Hurley Hatley, Jerry M. Williams, and Robert <br />Fink. <br /> Mr. William F. Pilkington, Health Director, presented a recommendation <br />to clarify the Landfill Tipping Fee Schedule adopted on July 16, 1984, <br />and to clarify the 1984-85 Budget Ordinance regarding the financing of the <br />landfill operation. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the recommended clarifications to <br />the Landfill Tipping Fee Shedule and the 1984-85 Budget Ordinance as follows. <br /> <br />Add the following sentences to the Landfill Tipping Fee Schedule <br />adopted on July 16, 1984. <br /> <br />Landfill users choosing to be billed on a quarterly basis <br />will be billed by the tenth day of the month following the <br />quarter for which the landfill was used. Payment will be <br />due within forty-five days. Any user of the landfill that <br />fails to pay its bill within this schedule will be refused <br />use of the landfill until all outstanding bills have been <br />paid. <br /> <br />Add the following sentence to the 1984-85 Budget Ordinance. <br /> <br />Expenses for operation of the Sanitary Landfill in excess <br />of those generated by the tipping fees shall be derived <br />solely from the proceeds of the county portion of the <br />sales tax. <br /> <br /> Commissioner Payne nominated Commissioner Barnhardt to serve as <br />the Commissioner representative on the Transportation Advisory Committee <br />to fill the position previously held by Mr. Harold Nash. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne <br />and unanimously carried, nominations were closed for appointments to <br />the Transportation Advisory Committee. <br /> Commissioner Barnhardt was appointed as the Commissioner representative <br />on the Transportation Advisory Committee to complete the unexpired term <br />of Mr. Harold Nash ending April 30, 1986. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the appointment of the following <br />persons as Fire Protection District Commissioners for a term of two years <br />ending March 31, 1987, as recommended by the fire departments. <br /> <br />ALLEN <br />Aubrey Boger <br />Ralph Honeycutt <br />John Campbell <br /> <br />COLD WATER <br />Joe Blackwelder <br />John A.
