Mrs. Betsy <br />Carpenter, President of the Cabarrus Animal Protection Association and <br />member of the Cabarrus County Animal Advisory Committee, was not present <br />because of sickness. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the addition of Flintridge <br />Drive to the state road system for maintenance. This road is located off <br />Wintercrest Drive which intersects Zion Church Road. <br /> Mr. Tom Dayvault, Chairman of the Cabarrus-Rowan Park Commission, <br />presented the recommendation for the submission of a National Park Service <br />Land and Water Conservation Fund (L.W.C.F.) Grant application for the <br />development of the Bakers Creek Community Park. He explained that the <br />proposed project grant application totaled $110,000.00 with (1) $50,000.00 <br />matching from L.W.C.F. Federal Assistance Program, (2) $21,000.00 match <br />from Rowan County, and (3) $39,000.00 match from Cabarrus County. Mr. <br />Dayvault stated that each county will be requested to provide these matching <br />funds in the budget for fiscal year 1985-86. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br /> RESOLUTION AUTHORIZING THE DEVELOPMENT <br /> OF BAKERS CREEK COMMUNITY PARK <br />BY THE CABARRUS BOARD OF COUNTY COMMISSIONERS <br /> <br /> WHEREAS, The Land and Water Conservation Fund Act of 1965 provides <br />for the making of grants by the National Park Service, Department of <br />Interior of the United States Government to States and local governments <br />in support of Outdoor Recreation projects and such funds as are available <br />after approval of the appropriate State Agency and the National Park <br />Service; <br /> <br /> WHEREAS, The State is required to insure that there will be no <br />discrimination against any person of any race, color, sex, creed, or <br />political affiliation; and <br /> <br /> WHEREAS, The County Commission of the County of Cabarrus realizes <br />that recreation facilities are not adequate to meet the minimum recreational <br />needs of the people of Cabarrus County; and <br /> <br /> <br />
