172 <br /> <br /> WHEREAS, it is believed that said Commission with the assistance of <br />the general public is not in a position to lend support to the development <br />of Bakers Creek Community Park. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION OF THE <br />COUNTY OF CABARRUS, NORTH CAROLINA: <br /> <br /> (1) That an application be made to the National Park Service of <br />Interior of the U. S. Government through the State of North Carolina for <br />a development grant of $50,000.00, which represents fifty percent (50%) <br />of all cost ($100,000) including preparation, plans and construction of <br />recreational facilities to be completed in the fiscal years 1985-86. <br /> <br /> (2) That the County Manager of the County of Cabarrus be authorized <br />and directed to file such application on behalf of the County of Cabarrus, <br />to provide additional information and to furnish such documents as may <br />be required by the National Park Service and the State of North Carolina <br />and to act as the authorized correspondent of the County of Cabarrus. <br /> <br /> (3) That the Director, National Park Service Department of Interior <br />of the United States Government be, and hereby is assured of full compliance <br />by the applicant with the regulations promulgated pursuant to Title VI <br />of Civil Rights Act of 1964. <br /> <br />I move the adoption of the foregoing resolution. <br /> <br /> SECONDED BY: <br /> <br />Read, approved and adopted, this <br />18th day of February, 1985 <br /> <br />~p) Marcelle Milloway Upright <br /> Commissioner <br />(s) Kenneth Payne <br /> Commissioner <br />(s) James W. Small <br /> <br />Clerk <br /> <br /> Mrs. Elizabeth Furr, resident of 55 Office Drive, presented a complaint <br />on behalf of residents from the area near Hartsell School regarding the <br />litter in their neighborhood. According to Mrs. Furr, the large amount <br />of garbage deposited in that area produces an unpleasant odor and a large <br />number of rats during warm weather. Mrs. Furr also complained of a burned <br />out building in the neighborhood and a ditch filled with water from a leak <br />in the City's water line. She asked the Board's assistance in cleaning up <br />this area which includes the streets of Office Drive, Hartsell Street, Old <br />Charlotte Road, Lee Street, and Penrod Drive. <br /> Chairman Lentz advised Mrs. Furr that the Building Inspection <br />Department would begin the process for the removal of the burned out <br />building and that representatives from the Health Department would be <br />out to investigate problems in the area. He also stated that the City <br />of Concord would be notified of the leak in the water line. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Hamby <br />and unanimously carried, the Board instructed Mr. Fletcher L. Hartsell, <br />Jr., County Attorney, to research the possibility of some type of ordinance <br />regarding people leaving garbage dumped on their own property which <br />creates a problems for the neighbors. The Board recommended that he use <br />as reference the ordinance of the City of Concord regarding the maintenance <br />of vacant lots and the ordinance of the City of Charlotte relating to <br />rats. <br /> Mr. Charles D. McGinnis, County Manager, reported that the Board of <br />Light and Water Commissioners of the City of Concord had submitted a request <br />on February 15, 1985, for the approval of sewer easements in the area near <br />the Cabarrus County Health Department. Work had been scheduled to begin <br />during the next week on this sewer line. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized Chairman Lentz to sign the <br />following Sewer Right-of Way Agreements. <br /> <br /> <br />
