176 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />joint session with the Concord Board of Aldermen and the Concord Board of <br />Light and Water Commissioners at 7:00 P.M. on Thursday, February 28, 1985, <br />in the Council Room of the Municipal Building in Concord, North Carolina. <br />The purpose of the meeting was to discuss water impoundment and water and <br />sewer lines. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Also present from the County were Mr. Charles D. McGinnis, County <br />Manager, and Mr. Fletcher L. Hartsell, Jr., County Attorney. <br /> Members of the Concord Board of Aldermen present for the meeting were <br />as follows. <br /> <br />Mayor; Bernie A. Edwards <br />Mayor Pro-tem: James L. Dorton <br />Aldermen: T. Laine Harling <br /> Robert L. Mathis, Jr. <br /> Joe R. Warlick, Sr. <br /> Dr. Hector H. Henry, II <br /> Frank A. Dusch, Jr. <br /> C. T. Sherrill, Sr. <br /> <br /> Also present from the City were Mr. Leonard B. Sossamon, City Manager, <br />and Mr. Gordon L. Belo, Assistant City Attorney. <br /> The following members of the Concord Board of Light and Water were <br />present. <br /> <br />Commissioners: <br /> <br />J. W. McGee, Jr. <br />J. Tom Brown, Jr. <br />Louis Jenkins <br /> <br /> Also present representing the Board of Light and Water were Mr. Don T. <br />Howell, Director of Utilities, and Mr. John Hugh Williams, Attorney. <br /> Mayor Edwards opened the meeting and stated the three Boards were meeting <br />at that time to discuss common interests relating to growth in Cabarrus County <br />and ways to serve those areas where the growth is taking place. He further <br />stated that the discussion would deal primarily with water and sewer lines <br />and water impoundment. <br /> Chairman Lentz introduced the possibility of two members of the <br />Board of Commissioners and two members of the Concord Board of Aldermen <br />meeting on a regular monthly basis to discuss common concerns of the City <br />and County. He explained that these representatives would act only as <br />liaisons between City and County government and would have no voting <br />powers. It was the consensus of those present that the City and County <br />should take action at the next meeting of each Board to officially appoint <br />these liaisons. In regards to these liaison appointments, Alderman Mathis <br />recommended that at some point in the future liaison members of the <br />municipalities of Harrisburg, Mt. Pleasant, and Kannapolis be included <br />in these meetings. <br /> Dr. Henry reported that concern had been expressed regarding plans <br />by both the City and County to run a water line along Roberta Church Road <br />and to provide water service in the Old South and Mountainbrook Subdivisions. <br />During discussion of these concerns, it was noted that the County is obligated <br />under the Farmers Home Administration guidelines to run water lines in <br />the established Water and Sewer District and that the City is obligated <br />under the court order concerning the 1986 annexation to provide water <br />services in the annexed areas. There was a consensus of agreement that <br />this would be an unnecessary duplication of services and steps should be <br />taken to work out some type of solution to this problem. <br /> Commissioner Barnhardt stated that the County does not have the water <br />and sewer staff nor the expertise needed in providing water and sewer services. <br />He further stated in his opinion a board needs to be expanded which will have <br />the responsibility of overseeing plans for water and sewer for both the <br />County and the City. <br /> <br /> <br />
