177 <br /> <br /> Mr. Leonard B. Sossamon, City Manager, presented a proposal for the <br />expansion of the Board of Light and Water Commissioners to form a Concord/ <br />Cabarrus Utilities Commission which would be responsible for the water <br />and sewer services in the City of Concord as well as those areas in the <br />county outside the municipalities of Mt. Pleasant, Harrisburg, and <br />Kannapolis. He proposed that the current members of the Board of Light <br />and Water Commissioners, who were appointed by the Board of Aldermen, serve <br />as members of the new utilities commission along with three private <br />citizens appointed by the Board of County Commissioners. Mr. Sossamon <br />further indicated that the responsibilities of the new commission would <br />include water and sewer services, the Rocky River Wastewater Treatment <br />Plant, the planned impoundment facility and potential treatment plant, and <br />the administration of grants regarding water and sewer. In conclusion, <br />he recommended that the attorneys--John Hugh Williams, Board of Light and <br />Water Attorney, Fletcher L. Hartsell, Jr., County Attorney, and either <br />Clyde L. Propst or Gordon L. Belo, Concord City Attorney--work as a committee <br />to look into a way to expand the existing Board of Light and Water <br />Commissioners to form the proposed Concord/Cabarrus Utilities Commission. <br /> There was a unanimous show of hands of all present in favor of the <br />proposal as presented by Mr. Sossamon concerning the expansion of the <br />Concord Board of Light and Water Commissioners. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 7:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
