182 <br /> <br /> Mr. Glenn White, resident of the Winecoff Community and member of the <br />Youth League Program, objected to the market and stated officials would <br />not release information relating to the market nor to their funding sources. <br />He stated in his opinion the Zoning Ordinance prohibits the use of public <br />funding to maintain a Planned Development Overlay district. In conclusion, <br />Mr. White asked for studies to be made to determine the impact of the <br />proposed farmers market on the Winecoff Community. <br /> Mr. Ron Hanson, President of the Piedmont Farmers Market Association <br />and Chairman of the Planning Committee responsible for site selection, <br />presented plans for the the proposed farmers market which will serve the <br />counties of Rowan, Iredell, and Cabarrus. He stated the purpose of the <br />non-profit organization was to assist farmers to become profitable by <br />changing from the small grains and tobacco business to the growth of fresh <br />fruits and vegetables. In conclusion, Mr. Hanson presented petitions <br />containing approximately 600 names in support of the proposed farmers <br />market. <br /> Mr. Phillip H. Smith, Sr., President of the Concord/Cabarrus County <br />Chamber of Commerce, read a letter of endorsement from the Chamber for <br />the establishment of a regional farmers market as proposed by the <br />"Piedmont Farmers Market, Inc." <br /> Mr. Ralph Bonds, farmer and Cabarrus County Director of the North <br />Carolina Agriculture Foundation, stated farmers needed to produce <br />horticulture crops in order to survive. He asked for the rezoning to <br />allow the establishment of the farmers market which would provide a <br />place for farmers to market their produce. <br /> Mr. William L. Mills, III, attorney representing the Piedmont Farmers <br />Market Association, reviewed the location of the C-3 and R-9 zones located <br />in the Winecoff Community and stated the C-3/PDO would provide a buffer <br />between the residential and commercial property. He contended that traffic <br />would not be a problem as the market would be limited to retail sales only. <br />He presented a petition which he stated contained 40 signatures of residents <br />of the vicinity of the proposed farmers market in support of the rezoning <br />of the property. <br /> A resident of the community stated in his opinion the farmers market <br />should be located on the Agricultural Fairgrounds. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Hamby <br />with Commissioners Hamby, Payne, and Barnhardt and Chairman Lentz voting for <br />and Commissioner Upright voting against, the Board granted approval of <br />Petition of 85-16 by Vic Goodman and Ray Goodman for the rezoning of <br />property at Winecoff School Road and Orphanage Road, Map/PIN 5612-51-5663, <br />from R-9 to C-3/PDO with the following restrictions on the use of the property. <br /> <br />RESTRICTIONS ON USE OF PROPERTY <br /> C-3/PDO <br /> Petition 85-16 <br /> <br />USES PERMITTED <br /> <br /> The property is to be used for a farmers market to sell produce <br />and agricultural products. The site would also possibly be used to <br />provide agriculture related extension services and agricultural uses <br />necessary for preparation of area produce such as a home canning facility, <br />a pecan and pea shelling facility, etc. <br /> <br />RESTRICTIONS <br /> <br />(1) Undisturbed 50 feet buffer around entire property. <br />(2) Limit access to one main access point off Winecoff School Road. <br />(3) Maximum impermeable surface as percent of lot size is 60%. <br />(4) Maximum structural coverage as percent of lot size is 50%. <br />(5) Livestock sales are not permitted. <br />(6) Majority of farmers market activity shall be limited to retail sales. <br />(7) Large tractor trailer trucks are prohibited from using this facility <br /> to bring in produce to sell except on a very limited occasional <br /> basis. <br />(8) If a portion or all of the subject property is sold off or is not <br /> purchased for use as a farmers market and related uses, that portion <br /> <br /> <br />
