He stated the location of <br />the office would create no change in the traffic pattern for trucks on <br />Kirkwood Drive as it would not be routine for the trucks to stop at the <br />office. He did note, however, that there would be a reduction in traffic <br />on Kirkwood Drive with the administrative staff no longer traveling the <br />street. In conclusion, Mr. Alexander stated the trucking company would <br />be willing to accept a Planned Development Overlay (PDO) for the property. <br /> Mr. Bryce Moore, resident of the Sleepy Hollow Subdivision, presented <br />a petition signed by 50 residents opposing the rezoning. He expressed <br />such concerns as the short sight distance on Highway 73, the safety of <br />the school 'buses at the intersection of Highway 73 and KirkwoOd Drive, <br />the existence of spot zoning, the extension of a nonconforming use <br />in their community outside the company's present facilities, the establish- <br />ment of a precedence for further business encroachment which would be <br />detrimental to the residential neighborhood, and the increase of litter <br />and noise in the community. <br /> Mr. Tony Bridgeman, resident of the community, also objected to the <br />rezoning, stating the area would become more congested with truckers stopping <br />at the office for bills of lading. He further expressed dissatisfaction <br />with the proposed sale of the property tO the trucking company by Mr. <br />Charlie Sehorn who had developed the Sleepy Hollow Subdivision. <br /> Mr. Robert Amos, resident of the community, expressed concern regarding <br />the business traffic and the number of school buses which travel Kirkwood <br />Drive. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board denied Petition 85-05 by Charlie Sehorn to <br />rezone property at Highway 73 and Kirkwood Drive from ARR to 0-I. <br /> <br />(16) Petition 85-16. Vic Goodman and Ray Goodman, township 4, Winecoff <br /> School Road and Orphanage Road, Map/PIN 5612-51-5663. Wishes to rezone <br /> from R-9 to C-3/PDO. This request was approved 4 to 1. The Board felt <br /> this could be a suitable site for the Farmer's Market, and the PDO <br /> limitations would protect the surrounding residential areas. <br /> <br /> Mr. Thomas B. Robinson, Planning Director, presented information <br />relating to a Planned Development Overlay (PDO) district and reviewed the <br />staff report regarding the proposed PDO for the establishment of the <br />farmers market. He recommended approval of the proposed PDO with restrictions <br />to protect the surrounding area. <br /> Reverend Gary Durfee, minister of the Flowe-Harris Presbyterian Church <br />and spokesman for a number of area residents and users of the Winecoff <br />Community, objected to the proposed regional farmers market. He stated <br />the residents were not against farmers or a market but were opposed to the <br />location of the proposed market in their residential community. Reverend <br />Durfee expressed concern that the increase of car and truck traffic caused <br />by the market would slow the response time for emergency vehicles serving <br />that area as well as endanger the safety of both children traveling to area <br />schools and persons participating in community activities at the local <br />churches, Five Oaks Nursing Home, and the Church of God Orphanage <br />In conclusion, he stated the proposed farmers market would present a <br />great potential for negative impact on the residential community and <br />asked that the rezoning petition be denied. <br /> Mr. Jim Fisher, member of the Winecoff School Parent Teachers <br />Organization (PTO) Board, expressed concern regarding the increased <br />traffic count in the area and the safety of those children traveling to <br />Winecoff School during the school year and participating in the summer <br />recreational program at the school. He reported that a recent one-half <br />hour traffic count at the intersection of Winecoff School Road and <br />Orphanage Road totaled 400 cars and 15 school buses. <br /> Ms. Renee Long, homeowner of the Winecoff Community, stated concerns <br />of heavy trafic, increased litter, and the break up of a residential <br />community. <br /> Mr. George Kafka reported there was a petition signed by over 400 <br />residents who were opposed to the location of the farmers market at that <br />site. He stated in his opinion officials of the Piedmont Farmers Market <br />should honor their statement that they did not wish to locate in a community <br />where they were not wanted. <br /> <br /> <br />
